A Northwest Herald ad from two weeks ago asks,

It takes an approach aimed at corralling fiscal conservatives, pointing to the fiscal mismanagement of the state that has led to a (two-year) deficit of over $11 billion.

That’s up from an announced $5 billion year two-year budget deficit that newly-elected Governor Rod Blagojevich said he found after taking office in 2003.

Similar lobbying seems to have had impact in legislative districts which have a high percentage of Catholics, especially when the state representative is a Catholic. Franks, of course, is not.
