“the International Union of Operating Engineers Local 150 and the Laborers’ District Council of Chicago & Vicinity reached a tentative three-year agreement with the Chicago Area Independent Contractors Association (CAICA), one of the four major employer associations that bargain on behalf of construction contractors in the Chicago metropolitan area.”
