Grafton Township Supervisor Says Road District Loan Should Be Repaid

A statement has arrived from Linda Moore, Grafton Township Supervisor:

“Grafton Township has many problems to solve, as Supervisor, I cannot do this without the cooperation of the trustees.

“The most expensive problem that we are facing is that of the legal fees.

“We simply cannot afford the services of Ancel-Glink; this is the reason I have tried to terminate them.

“They refuse to be fired.

“The trustees may be entitled to legal representation, but the taxpayer’s money is not an open checkbook.

“The emotional decisions being made are jeopardizing the township’s finances.

“The township road district owes $700,000 to Harris Bank.

“The money was borrowed to purchase the township property that we already paid for once.

“We have paid over $60,000 in interest for this loan so far.

Grafton Township electors voted overwhelmingly to repay the money borrowed from the Grafton Road District by the previous administration to build a new township hall. None has been repaid.

“The town board was ordered to pay back this loan at the 2010 Annual Meeting.”As Supervisor, I must have the town board pass a vote to pay this expense, but they will not.

“The trustees continue to circumvent the required action.

“They have been told that the town fund cannot assume the road district’s loan, Harris Bank is not interested in loaning the township any funds, and the Road Commissioner has informed me that the Road District will not loan the town fund the money.

“$611,000 of the $700,000 is currently in the town fund.

“This money should be set aside for the repayment of the loan.

“Can we continue to pay bills if we pay back the loan?

“Maybe….the average monthly spending for the town fund this fiscal year is $114,000.

“If this level of spending continues, we may not be able to pay our bills as early as March 2011.

“The next three months of revenue will need to come from immediately reduced spending or tax anticipation warrants.

“We cannot afford to pay for the trustees’ employee or the trustees’ legal bills.

“We certainly cannot afford to add new services at this time.

“At the last town board meeting the trustees would not allow me to give my report, which included a financial projection for the township.

“I have brought to the board’s attention the fact that we are late in conducting our annual audit.

“We do have a deadline extension from the Illinois Comptroller’s office.

“The firm chosen by the trustees does not want to begin while we are in litigation.

“It is impossible to know when the litigation will be complete.

“To date, I have found four other auditor’s who are willing to do the work regardless of the current litigation.

“However, my board is threatening not to pay for the audit, so I must wait until they will cooperate or until the Comptroller’s Office steps in.

“Four hour township meetings are the norm.

“Most of the agenda items are requested by the trustees or Pam Fender.

“Most items are attempts of the trustees to take control of the day to day function of the township which clearly is the duty of the Supervisor.

“Despite my having made numerous requests for the trustees to table these items until we receive a ruling from the judge, they continue to take actions which may or may not be legal, further jeopardizing the township.

“If you could look past the town board and focus on the actual day to day function of the township, you would be pleased.

“The Road District, Assessor’s Office and Supervisor’s Office continue to function relatively smoothly, despite the problems with the board.

“The township property is well maintained.

“The township’s roads are well maintained, the property is assessed accurately, the financial records are in good order, and general assistance is provided to those who qualify.

“It is when elected officials attempt to assume powers they don’t have and approve spending beyond our means, that we have an end result of turmoil.

“I am optimistic that the courts ruling will help to resolve a great deal of the board problems in our township.

“Once the elected officials are willing to put their emotions and personal preferences aside, we will be able to work together and solve the problems facing the township.”

  1. What a fantastic idea Linda. Let’s litigate Separation of Powers until the Township is broken beyond repair. You were elected under the guise of actually minding the spending for the taxpayers and all you have become is the joke of the State. Grafton has become the rallying cry for all the loons who want to dissolve townships and this can be squarely laid at your feet. Please just step aside and allow Grafton to be the functional and forward thinking township it once was rather than this backwards unprofessional nightmare.

  2. Hello Pot (aka Ms. Moore), this is the kettle calling…..you’re black! I believe it was your husband who got emotional (or was it physical) after he upset a trustee having a private by videotaping that private conversation. Maybe you should look in the mirror before speaking.

  3. Awwww Priest, now you will make her blush, you just gave her the best compliment she could ask for!

    You said that people wanting to dissolve townships can be laid squarely at her feet.

    Don’t you know that her ‘string pullers’ wanted her in the position of Supervisor to do just that!

    She’s doing a horrible job of Supervisor, but, as a lackey to those who want townships abolished, she’s doing just dandy!

  5. Beautiful attempt “shuck & jive” the public away from all the negative press you and your thug spouse have gotten this week.

    However, the taxpayers whose money you have abused are on to you.

    You’re lucky you are not in jail.

    I suspect that with both your propensity for physical confrontations, we will see more similar behavior. The clock is ticking.

    As someone said on the NWH, when you campaigned for this job, why were you so secretive about your plans to misspend my tax dollars for your lawyer friends? When does your transparency begin; it’s not in this exclusive interview.
