  1. The Marengo reapportionment hearing was April 16, 2011 at Marengo High School.

    Pictured to the right of then 63rd District State Representative Jack Franks is lawyer Michael Kasper, whom is Michael Madigan’s go to guy on election issues.

    The state maps (State House and State Senate districts for State Representatives and State Senators, aka legislative districts) were in Senate Bill 1177 (SB 1177), signed into law as Public Act 97-0006 (PA 97-0006) by Democrat Governor Pat Quinn on June 3, 2011.

    These maps were first used in the 2012 elections.

    Thus new maps will be drawn in 2021, to be first used in 2022 elections.

    The federal maps (US Congressional districts for US Representatives) were in Senate Bill 1178 (SB 1178), signed into law as Public Act 97-0014 (PA 97-0014) on June 24, 2011.

    As Democrat Governor JB Pritzker was elected on November 6, 2018 to a 4 year term, taking his oath of office on June 14, 2019, his first term is due to expire January of 2023.

    Thus the 2021 map drawing process will almost certainly be done while Democrats control the State House, State Senate, and Governor’s office, giving their party veto proof control over the legislative process to approve the maps, providing the Democrats a political advantage for years 2022 – 2032.

    Michael Madigan first took office as a State Representative on January 13, 1971, in the 77th Illinois General Assembly.

    Mr. Madigan was first elected Speaker of the House on January 12, 1983, a post he has since held continuously with the exception of one 2 year term when the Republicans controlled the State House from January 1985 – January 1987.

    Thus Mr. Madigan is currently in his:

    – 49th year as a State Representative,

    – 25th General Assembly,

    – 35th year as House Speaker.

    At the state level, the maps were and will be used for the following Illinois General Assemblies:

    98th (January 2013 – January 2015)

    99th (January 2015 – January 2017)

    100th (January 2017 – January 2019)

    101st (January 2019 – January 2021)

    102nd (January 2021 – January 2023).

    At the federal level, the maps were and will be used for the following US Congresses:

    113th (January 2013 – January 2015)

    114th (January 2015 – January 2017)

    115th (January 2017 – January 2019)

    116th (January 2019 – January 2021)

    102nd (January 2021 – January 2023).

  3. One point about the numbering of districts in the state maps.

    Pay attention if the state map is a “legislative district map” or “representative district map.”

    A legislative district map represents the State Senate district.

    A representative district map represents the State Representative district (House).

    Each State Senate district consists of two State Representative districts.

    Thus, for example:

    The Legislative District 1 map consists of Representative District 1 and Representative District 2.

    The Legislative District 2 map consists of Representative District 3 and Representative District 4.

    The Legislative District 3 map consists of Representative District 5 and Representative District 6.

    etc.

    The Representative District 1 map consists of Representative District 1 only.

    The Representative District 2 map consists of Representative District 2 only.

    The Representative District 3 map consists of Representative District 3 only.

    etc.

    So there are, for example, two state district 1 maps.

    One legislative district map (State Senate district 1).

    And one representative district map (State Representative 1 aka House district 1).
