Fleming Road Alliance Questions $6 Million Cost

Another missive from the Fleming Road Alliance to McHenry County Board members:

Re: Update on Fleming Road Alliance Position on Improvements for Fleming Road.

Dear County Board Representatives:

The County Highway Department has been patching Fleming Road. The Fleming Road Alliance has found the figure of $6 million to upgrade it.

Cost Effectiveness: Since day one we have asked for a cost benefit analysis of simple resurfacing versus the massive expansion envisioned and have been openly refused.

The $930k cost allocated to the consultant TranSystems also seemed excessive from the start.

The cost now allocated to the actual work is another $6 mil. Our priorities seem to be pretty skewed, if people are losing their homes and social service agencies are closing down, yet our Transportation Division can spend this kind of money on a road that does not need it.

  • The 2007-2011 Five Year Transportation Plan budgeted $400,000 for resurfacing Fleming Road.
  • In the 2008 plan it is listed for rehabilitation with expenditure in 2009 of $400,000 and in 2012 of $2.5 ml.
  • The 2009-2013 plan lists rehabilitation at estimated cost of $3.9 ml total through 2013.
  • The 2010-2014 lists rehabilitation at a cost of $5.2 ml.
  • In 2011-2015 it is now up to $6 ml.

Can anyone explain the reasons for such an increase?

Jurisdiction: We have asked when and how Fleming became a county road.

Despite Illinois law that outlines the procedure, we have not been shown evidence of when and how it was applied.

We have been told by the Chairman of the Transportation Committee and the Deputy Engineer that there is no record of the road legally or officially coming under County Highway Department jurisdiction.
