Undersheriff Andy Zinke Makes False “Top-Rated Sheriff’s Office in Illinois” Claim

In an email to supposed supporters, McHenry County Sheriff hopeful Andy Zinke wrote, in part, the following:

With seven weeks until Election Day, we are in the stretch run of our campaign for McHenry County Sheriff. As you know, the McHenry County Sheriff’s Office has become the top-rated Sheriff’s Office in Illinois since I became Undersheriff in 2010. I credit the high caliber of men and women in our office working hard every day to keep McHenry County safe and secure [emphasis added].

Quite a claim, I thought.

So, I sent the following Freedom of Information request:

“Under the FOIA, please provide any documents that show the McHenry County Sheriff’s Department is the top-rated Sheriff’s Office in Illinois.  In addition, please provide any documents that show comparative rankings of Sheriffs’ Departments in Illinois.”

Here’s the reply from the office’s Freedom of Information Officer:

“We have no documents responsive to your request.”

    Again, did his press release also distort the definition of MBA (which most people assume is a Masters in Business Administration, something of the quality of those awarded by major universities),

    OR does Zinke’s M.B.A. stand for a watered down version of a mail order diploma or store front “extension” of a TV “university?

    It is certainly possible any agency or department can win a top rating.

    There a probably hundreds of criteria to rate County Sheriff’s Offices.

    Zinke has not offered any specifics to back up his claim?
    Top rated according to whom?

    What were the criteria?

    Does the Illinois Sheriffs’ Association know of any ratings comparing all Illinois Sherrifs’s offices?

    Do the police unions know of any ratings comparing all Illinois Sherrif’s offices?

    There are three major police unions in Illinois.

    The Fraternal Order of Police (FOP).

    The Metropolitan Alliance of Police (MAP).

    The Illinois Police Benevolent & Protective Association (PBPA).

    How about the three local police unions in the McHenry County Sheriff’s Office?

    FOP McHenry County/McHenry County Sheriff Unit #1 – Patrol Officers & Detectives Lodge 118.

    FOP McHenry County/McHenry County Sheriff Unit #2 – Corrections Officers

    FOP McHenry County/McHenry County Sheriff Unit #3 – Civilian Employees of the Sheriff’s Office.

    How about the FOP District to which the McHenry County Sheriff’s belong?

    Maybe FOP District 10 has heard of the rating of County Sheriff’s.

    There was at one time a local PBPA McHenry County Unit 192.

    How is the McHenry County Sheriff’s department doing in terms of transparency?

    Are they winning any transparency awards?

    Are all the collective bargaining agreements on the website?

    Is the pay and benefits itemized for each employee itemized on the website?

    Is the pension contributions and funding detailed on the website?

    Big police pension contributions are taking a bigger and bigger bite out of police budgets all over Illinois,
    and many mayors have cited those increasing costs call for police pension reform.

    How about a conversation about police pensions.

    Nowhere to be found.

    So you are claiming that the MCSD applied for and received a prestigious award, AND YET- the FOIA officer is utterly incabable of locating single piece of documentation relating to the award.

    We should be impressed by such an incompetent organization, I suppose.

    Hahaha, that’s what Zinke was referring to? It’s about time we had this out, because it’s important to lay it on the table. So few sheriff’s offices have “Triple Crown” status because (1) it’s meaningless, and (2) it’s a waste of resources to achieve it. Let’s take those points in order.

    According to the National Sheriffs’ Association website, “The Triple Crown Award was established by NSA to recognize those sheriff’s offices, which achieve simultaneous accreditation from the Commission on the Accreditation of Law Enforcement Agencies, the American Correctional Association’s Commission on Accreditation for Corrections and the National Commission on Correctional Healthcare.”

    CALEA was invented by the National Sheriffs’ Association in 1979, primarily as a way for the NSA to fund itself by selling credentials to local sheriffs’ offices. The only difficult standard for achieving CALEA accreditation is paying their fees (upfront fee of $10k plus $4k annually). Every other standard required for CALEA accreditation is something even poorly run offices already do.

    American Correctional Association’s Commission on Accreditation for Corrections operates primarily to shield jails from liability by having something tangible the jail can point to to say “We’re putting in a good faith effort to improve conditions in our jails.” But other than that, it’s just another bogus wall hanging, and 80% of all jails have it.

    The National Commission on Correctional Healthcare is legit, but again, most well run jails have it.

    So, to recap, the glorious Triple Crown that Andy Zinke is so proud of is nothing more than two jail-related accreditation that the vast majority of jails in the United States, plus CALEA, which is the law enforcement equivalent of the “Who’s Who” scam. The Triple Crown is a bought-and-paid-for credential that’s eerily similar to Andy’s correspondence course MBA–anyone willing to shell out the cash for it can have one.

    It’s a wall hanging that Nygren bought for Zinke in an election year.

    If they wanted to blow thousands of dollars of taxpayer money per year, every single sheriff’s department in the country could purchase this bogus credential.

    The prudence of all but 40 sheriffs’ departments to do so speaks volumes about what the Nygren/Zinke regime thinks about our tax dollars.

    Cal, you should FOIA how much this piece of toilet paper cost.

    I’m sure they’d think up a reason to put off producing those documents until after the primary.

  20. I just did some research at http://www.sheriffs.org/content/awards and I hate to bust everyone’s bubble, but the Triple Crown Award is issued by an Awards Committee by National Sheriffs’ Association and there was NO cost to the taxpayers.

    However, in all fairness, the Triple Crown Award was issued under Sheriff Keith Nygren’s watch.

    I am sure that Undersheriff Andrew Zinke had contributed as second in command, as did the 403 men and women of the McHenry County Sheriff’s Department contributed as well.

    To get the so called prestigious award, you have to be Calea certified, which is a total waste of tax dollars that pays the salaries of personnel that have to spend countless hours providing all the paperwork required.

    In addition to this, the salary and benefits for the Calea Manager are in fact tax payer dollars.

    Maybe you can find out how much was spent to send Andy and his side kick Angela out to the east coast to get this prestigious award.

    There is no ranking, according to the Sheriff’s Department.

  25. The FOI Officer sent a copy of the award in the first reply.

    It was not responsive to my question, so I asked for a reply. What is published is a reply about my question about any documents ranking the McHenry County Sheriff’s Department number one in Illinois.

    The reply says that such a document does not exist.

    If it is true there is no such award given to the McHenry County Sheriffs Department, Andy Zinke can now be given the most prestigious award of “Master Manipulator”

    The Triple Crown Award from the National Sheriffs’ Association is received when a Sheriff’s office achieves three simultaneous accreditations.

    1. Commission on the Accreditation of Law Enforcement Agencies

    2. American Correctional Association’s Commission on Accreditation for Corrections.

    3. National Commission on Correctional Healthcare.

    Well, accreditations are rarely free.

    There is almost always an application fee, a processing fee, a this fee, a that fee.

    Plus, typically the applicant has at least an item or two or several or many to bring their facility up to accreditation status.

    Irregardless of whatever awards their office receives, how is someone supposed to be elected Sheriff if they flip off the public in their police uniform in their police vehicle during a 4th of July parade?
    Actions speak louder than 1,000 awards.
