ALAW Has Supplementary Financial Disclosure Questionnaire for Candidates

The Alliance for Land, Agriculture and Water was formed in 2005 “to defeat a destructive, environmentally unsustainable McHenry County, Illinois, 2020 Land Use plan.”  In the spring of 2007, the group petitioned for a referendum to establish a Kishwaukee Valley Water Authority.  The referendum failed, but the campaign raised awareness of the water problem McHenry County has.  (We will never get Lake Michigan water, for instance.)

ALAW did not disband.

In the 2010 and 2012 elections it asked candidates to answer questionnaires and made endorsements.

It has also been active in the Alden and Fleming Road controversies.

Below is this year’s attempt to allow voters to determine whether candidates have conflicts of interest. It was sent to all County Board candidates, as well as to those running for County Clerk, Sheriff and Treasurer.

This is not the official form you will be required to file with the county clerk if you are elected. This is ALAW asking you to disclose the interests below in advance as your commitment to transparency as a candidate. GENERAL DIRECTIONS

The interest (if constructively controlled by the person making the statement) of a spouse or any other party; including dependent children or others of interest, shall be considered to be the same as the interest of the person making the statement. Campaign receipts shall not be included in this statement. If the answer is “not applicable” please indicate as such.

If your answer is affirmative, state the following information for each such interest owned:

a. The nature of your interest in the real property and your instrument of ownership as defined in 5 ILCS 420/1-115 (deeds, common or preferred stock certificates, rights, warrants, options, bills of sale, contracts, interests in proprietorships, partnerships and joint ventures, and beneficial interests in trusts or land trusts).

b. The location of the real property (for improved property, provide the street address; for unimproved property, state its location in relation to existing streets);

    Can candidates safely thumb their noses at ALAW?

    They seem like a bunch of NIMBY crackpots that are still angry about Randall Road.

  2. Mark McGuire: WRONG!

    I was one of the founding members of ALAW. I

    t was formed to help pass the 2020 Land Use Plan that was drafted by the County Planning Commission of which I had been a member and defeat a competing land use plan that was drafted by a county P & D staff head who has since been dismissed (also effectuated in part by efforts of ALAW members).

    We then tried to pass a referendum to establish a Water Authority for the Kishwaukee River watershed to protect farming interests in McHenry County.

    I eventually resigned from ALAW due to assuming elected office but ALAW continued its work and expanded into ethics issues.

    The questionnaire here was developed in response to the Alden Road widening project in which it was suspected that some county board members had an interest in properties along Alden Road that would have acquired value if the road was widened.

    Alden Road had only about 3000 cars per day at the time which was far below the threshold for the three lane widening which was proposed.

    Since then they did get involved in the Fleming Road issue and were successful in preventing a widening which would have destroyed the scenic character of that road.

    The County has floated the issue this year of dropping the additional ethics statement and I have vehemently opposed trying to do that and it appears to have been tabled for the moment.

    However, we need to remain vigilant.

    Everyone who is concerned with ethics and open government ought to be supporting ALAW.

    As far as Randall Road is concerned, do you want the county to spend $115 MILLION DOLLARS (cue Dr. Evil), on a continuous Flow Intersection which neither of the municipalities want?
