Zinke Sends Hit Piece, Coordinated with Northwest Herald Article

Very few people have received any direct mail from GOP Sheriff’s candidate Bill Prim.

Andy Zinke has had three pieces delivered so far.

I got the first one, but, since my scanner is not working property, can’t show it to you.

It featured a big photo of a well-tanned Sheriff Keith Nygren and the man he has chosen to replace himself. and something about Zinke’s going to be the best Sheriff yet.

No clue what was on the second piece, but it was probably warm and fuzzy.

The third piece is humorous, if you know the back story.

Those who have served on municipal police departments–like Keith Nygren and Bill Prim–get a pension paid by their cities when they retire.

So, Nygren has been collecting a pension from Crystal Lake taxpayers the 17 or so years he has been Sheriff.

But Nygren has also been earning pension credits from the Illinois Municipal Retirement Fund.

When he retires, he will be receiving two pensions–the Crystal Lake Police Department pension and one from IMRF.

If Prim is elected, he will continue receiving his pension from Des Plaines.

So, like Nygren, while Sheriff, Prim will get a salary and his police pension.

Unlike Nygren, Prim has promised not to force McHenry County taxpayers to pay for a second pension.

Zinke is already in the IMRF pension fund, so electing him would mean taxpayers continue to pay his salary and pension benefits.

That means, taxpayers will be shelling out less money if Prim is elected than they will if Zinke is elected.

Now the irony here is that some of Zinke’s supporters besides his boss Keith Nygren–maybe even the person he is thinking about appointing Undersheriff–are right now taking local police department pensions from where they were employed as an office while serving as a police chief elsewhere.  And that elsewhere could be under the Illinois Municipal Retirement Fund (IMRF) pension system.

The Northwest Herald, with its superior resources, did not follow up on this inconsistency in Zinke’s criticism of Prim as being a future “double dipper,” if elected McHenry County Sheriff.  You can read today’s article here.

In it, way at the bottom, are comments from an email from Bill Prim.

“Not one nickel of my pension comes from the people of McHenry County or from any state managed pension fund,”  Prim wrote in an email the NWH.

Prim made the point I make above about Nygren’s both collecting a pension and a salary for the time he has been Sheriff.

“I find it interesting that for 16 years his role model, Keith Nygren, has been what Andy calls a ‘double dipper’ with no complaint.”

Prim also asked if Andy would forego any future increases to his pension if he were to be elected.  

Prim has been saying he won’t participate in the McHenry County pension system since the beginning of his campaign.

If you have been reading the comments under articles on the Sheriff’s race, you will remember dark hints that Prim opponents have quite damaging information about his service in Des Plaines.

If opposition research found any such “dirt,” it must not have been credible enough to use.

    I think the McHenry people are smart enough to see Mr. Zinke’s desperation.

    People will see through his shenanigans and vote for a well qualified candidate Bill Prim and end the past madness.

  2. How much if anything did McHenry County taxpayers pay for Zinke’s MBA?

    Was Zinke reimbursed by the Sheriff’s office or County for his MBA?

    Why Zinke not use knowledge derived from his “MBA” to advocate that his department stop providing a free commuter car to the Business Manager in his department who earns $100K!

    Do you need an MBA for that?

    MBA is more beneficial for one in business than government.

    It’s Masters of Business Administration.

    Not Masters of Government Administration.

    Private sector accounting is different than public sector accounting (government accounting).

    Public sector accounting uses funds.

    You will soon see how beneficial Mr. Prim will be as the next Sheriff of McHenry County.

    Prim gets a pension from his first government job (Cmndr), and a salary from what might be his second government job (Sheriff).

    BILL PRIM IS RUNNING FOR SHERIFF IN THE HOPES OF DOUBLE DIPPING INTO TAXPAYER DOLLARS. Prim collects a police pension of nearly $80,000 per year and is hoping to collect that pension and the $150,000 Sheriff’s salary at the same time.

    Also, Cal. I am curious how the truth is a hit piece.

    Especially when properly identified from a specific campaign committee.

    When shown the pics, feds stated the cases contained cash.

    Why would Deputies “EE” and “KM” be carrying cash in brief cases from their squad cars in the parking lot of county gov. building?

    Ask the FBI, beats me!

    Theses photos are now a few years old.

    The U.S. DOJ since cleaned house of both local FBI Sacs, Chicago and Rockford, tossed U.S. attorney Fitzgerald in one swoop 30 days after I published Scott Milliman’s story in its entirety?

    My guess is everybody skated due to very poor agents behaviors.

    The only sheriff from a bordering county who has not supported Zinke is Prim’s old buddy from Lake County, where Prim is working as a part time security officer per his friend getting him the job.

    Prim did not get the support of local GOP State Reps. He did not get the support of our local senator.

    He did not get the support of many county board members.

    The point to all this is that Andy Zinke is the proven, 25 year tested, educationally vested candidate on the ballot. Period. End of story.

    ACCUSATION:

    Bill Prim retired from Des Plaines to escape an internal investigation. He only gave 3-days notice to retire.

    REALITY:

    Bill left Des Plaines to spend time with his kids, both of whom were preparing to leave for college. As a single dad and 27-year veteran, Bill felt as though it was time to retire so he can set his kids in the right direction. The Des Plaines Journal did a piece about Bill, explaining how he wasn’t leaving for internal issues. You can read the article here. In fact, Chief William Kushner kept Bill on as a citizen volunteer after his retirement, advising the department on volunteer and youth programs.

    ACCUSATION:

    Bill was implicated and had knowledge of the Traffic Unit scandal that plagued the Des Plaines Police Department. Bill’s partner was implicated in criminal activity and Bill left so he wouldn’t be arrested.

    REALITY:

    Bill was a commander in a separate division who reported to a different supervisor and worked on a separate floor from the accused unit. As a patrol commander, Bill was responsible for patrol operations NOT the traffic unit, thus he had no knowledge of the issue as it was occurring. As a result, Bill was never implicated as a part of the scandal, was never disciplined, was never a target in the investigation (both internally and criminally) and had no role in the investigation as a whole.

    ACCUSATION:

    Bill Prim is a double dipper just trying to pad his own pocket. By double dipping, Bill is just further exacerbating the pension crisis.

    REALITY:

    This is anything but the truth. Bill has said numerous times during the campaign that he does not intend to collect an additional pension from McHenry County. The pension he receives from the City of Des Plaines is a result of his 27-year career with the department which he had paid nearly 10% of every paycheck to during his career. Additionally, Bill’s pension is an independently managed and operated fund which does not rely on McHenry County or Illinois State taxpayer funds. Read Bill’s press release on the subject here.

  51. @mark. Thanks for your 627pm post. Very informative. ALL public pensions MUST be reformed immediately. All Double Dipping & Triple Dipping must end. Pension-padding with unused sick/vacation days must end. End of career salary bump ups must end. Part-time government employees (like county board members) seeking end of career full-time jobs to increase pensions must end. “Retiring” and drawing a government pension should bar any further government employment while drawing that pension. And, if choosing to work another government job, then a second and third pension should not be allowed, only additional service credit to the first pension.

    Pension reform = 1 pension for a government employee that can be drawn upon full retirment from any government job, federal, state or local. This MUST apply to every government employee….teachers, firefighters, police, highway workers, clerks, judges, lawyers, school adminstrators, military, etc, etc, etc.

    Public Service is no longer Public Service. There was a time when Public Sevice meant that you were sacrificing greater rewards and compensation for the noble concept of serving the public.

    Nygren or Prim or Zinke or any other public employee….Double Dipping of government salaries and pensions must end. The Boomer Generation has bankrupted Illinois with their pension largesse. Illinois pensions are unsustainable.

    If Prim wants to impress me….forego the Sheriff’s pension AND only take a partial McHenry County salary when added to his Des Plaines pension equals the current $160,000 Sheriffs salary.

  54. @ProudCONSERVITIVE what does your fact check say about officer, John Bueno, who used excessive force on detainees while working under the direct supervision of Bill Prim , does your fact checker tell you the disciplinary action that Bill Prim took against John Bueno when this was brought to his attention ????

    Mchenry county does not need the Cook County politics that Bill Prim will bring to this county….

    Cal you should file a freedom of information act and publish the employee evaluations that John Bueno received from Bill Prim (as his supervisor) – Now that would be a story!!!

  57. The government pension problems really hit home about five years ago when the economy took a nose dive.
    When the private sector pension funds were soaring nobody cared. In fact, people used to laugh at those with their government jobs and pensions.
    Now, those look really good and the taxpayers, understandably, are angry at the cost, waste and the huge pensions being earned.
    Some pensions, like IMRF are sound and very well managed. IMRF also does not have a compounded interest annual increase like some of the other pensions that are grossly underfunded due to the politicians at the state level not paying the bills required to fund them.
    The average teacher pension under IMRF is not high, nothing like the numbers you see batted around here for the police folk and Education administrators.
    The problem, as usual, is always abuse by a small minority. Unfortunately, these people are in charge. Their political buddies, friends and supporters get their pay padded by bonuses, frivolous overtime and any means necessary to get those big pensions.
    Just like the McHenry County which allows elected officials to buy 50 months of IMRF credit, it’s abuse paid for by the taxpayers.
    Take a look at your own jailhouse to see abuse and taxpayer money fritted away. Despite having over 200 less detainees in the bed rental program than it did 5 years ago, the jail has the same number of jailers, many more supervisors and an overtime bill that would strangle a cat.
    It’s all about waste and padding the paychecks.
    Why did the Sheriff pay Sgt Pyle for 8 months after his arrest for sexual crimes against a family member?
    It’s all about waste and padding the paychecks for a bigger pension.
    What McHenry County needs badly is an independent, volunteer civilian audit team made up of caring citizens to take a look at the books in all aspects of the County Government. Then we could all really see what is going on.
    Now, that would be worth taking a look at!

    I do believe there are more teachers in IMRF than there are police employees.

    Not all teachers are in TRS.

  63. Public school teachers in Illinois are in TRS (Teachers Retirement System of Illinois).

    Have never heard of a single teacher in IMRF.

    If there’s an exception it would be just that, a very rare exception.

    Most public school administrators in Illinois are also in TRS.

    If you hold a certificate you are in TRS.

    Certificate meaning a teaching certificate or administrative certificate.

    If you don’t hold a certificate, you are in IMRF (Illinois Municipal Retirement Fund).

    Examples of public school employees in IMRF are front office personnel in the local schools, cafeteria, maintenance, etc.

    So yes there are a lot of employees in public school districts in IMRF, but they are not teachers, and most are not administrators.

    Every once in awhile you will come across an administrator in a job classification whom is not required by state law to hold an administrative certificate, and such an administrator would be in IMRF.

    TRS benefits are much more lucrative than IMRF benefits.
