U.S. Marshal Agrees to Up Jail Reimbursement Rate to $95 per Day

Now the Federal government is paying McHenry County $85 per day to house prisoners, so the $95 a day rate represents a $10 per day increase.

The $95 per day is still well below the $131.38 cost to house a prisoner in the McHenry County Jail outlined a year ago by County consultant Joseph Summerhill.

McHenry County refuses to release information provided to the paid consultant, who was hired to renegotiate reimbursement contracts over a year ago with a finalization date set for the end of last July.

Kenosha County, Wisconsin, charges $70 per day for ICE detainees, according to data developed by Joseph Summerhill.

A resolution to be considered in the Law and Justice Committee on May 8th says the following:

United States Marshals Services has now agreed to allow for a per diem rate adjustment from $85 per day to $95 per day, and a transportation rate adjustment from $34.00 per hour to $46.48 per hour.”

The resolution calls for a three-year agreement.

The accompanying memo admits,

The exact impact of this rate change on the County’s finances is unknown and can only be projected.

While the number of Federal detainees fluctuates, had this rate structure been in place in 2012, McHenry County would have realized an additional $1,064,960.70 in revenue.  Had this rate structure been in place in 2013, McHenry County would have realized an additional $892,360.00 in revenue.”

This information provided by Joseph Summerhill is all that has been provided to the County Board in public as to the cost of housing Federal prisoners.

Nowhere in the resolution or its accompanying memo is the County Board informed how much it costs to house a Federal referred prisoner or ICE detainee.

No mention is make of a change in reimbursement rate for Immigration & Customs Enforcement detainees.

  1. Is there a guaranteed headcount?

    If not, why the Marshals give us $95 per detainee per day when they can save $25 per detainee per day by sending their business to Kenosha?

  5. Where is there a further breakdown of that $24M?

    Where did the consultant get the $24M Total Cost?

    From someone within McHenry County?

    Did the consultant calculate it?

    The breakdown of the $24M should be available through FOIA.

    It has to be on a document other than that cost benefit analysis.

    Unless they are pulling numbers out of thin air.

    Then they wonder why people get irritated with them.

    Give us all the information up front instead of making us jump through hoops.

    So where is the breakdown of the $131.38?

    They really house an avg of 500 prisoners a day at McHenry County Jail?

    365 days x 500.52 Avg # Prisoners = 182,689 bed days.

    And, the $131.38 is a five-year average of data ending 1-2 years ago.
