  1. Look at relationship between Amtrak and Metra, and follow the money from taxpayer pockets in the front door though the public railroads and out the back door to privately owned railroads’ benefit.

PRIIA 2009 (“Passenger Rail Investment and Improvement Act of 2008”) outlines the shifting of funding responsibility for Amtrak from federal tax funds to state tax funds.

That meant that in 2014 Illinois got a brand new bill for supporting Amtrak rail runs less than 750 miles, for $38 million, which will be another new annual tax burden for Illinois.

Every year that bill will grow as COLA and bonuses and benefit costs and Cadillac Health Plan 40% excise taxes kick in.

As a last act in power, Gov. Quinn has assured that $38 million annual bill will explode upward, as Illinois taxpayers will be required to additionally subsidize the rail line to Rockford…that is after paying $223 million to improve tracks owned by private companies (one of them Canadian).
