Sandra Salgado on Jack Franks’ Vote

When asked to comment on Democrat Jack Franks’ vote for the one-month budget that Governor Bruce Rauner has promised to veto, McHenry County Republican GOP Chairman Sandra Salgado sent the following:

I do hope that there are good, strong, conservative Republicans interested in entering the race for State Rep.

I have not heard of any solid commitments as of yet.

I am not surprised by Jack’s vote or the Madigan games being played.

I continue to support personally and encourage all Republicans to support our Governor’s agenda as it outlines the first steps of recovery for the State of Illinois.

Rather than focus on those who have not represented us during this budget crisis, I ask that the great people of McHenry County continue to support our Republican Representatives as they stand strong and tall behind our Governor during these challenging and grueling days in Springfield.

They have shown that they are true to their word and have heard their constituents plea for a fiscally responsible balanced budget.

  1. Squishy Balanced Budget Requirement

    It would appear that Illinois’ budget is required to be balanced.

    The Illinois Constitution states that “Proposed expenditures shall not exceed funds estimated to be available for the fiscal year shown in the budget” (emphasis added). 33

    However, Illinois’ balanced budget requirement has some serious limitations.

    First, it refers to anticipated revenues, and there is no requirement that the state adjust its spending if the anticipated revenues are not realized.

    There is nothing to stop a governor or General Assembly from using an unrealistically high estimate when crafting the budget.

    This is well known and has been acknowledged by political leaders.34, 35

    In addition, Reports of the State Budget Crisis Task Force Illinois Report 18 “funds available” can include existing fund balances, even if these are intended to meet future obligations; and borrowing, even to pay operating expenses.

    Illinois’ balanced budget requirement is also a cash concept, referring only to the current fiscal year.

    This means that the balanced budget requirement does not refer to future pension liabilities or unpaid bills from the previous year.

    Each fiscal year from 2009 to 2012 ended with a larger stack of unpaid bills — $8 billion at the end of fiscal year 2012 — and each year these bills were ignored when projecting balance for the next year’s budget.

    Rauner should have legislation to change the IL Const to read: “Proposed expenditures shall not exceed the previous year’s funds for the fiscal year shown in the present year’s budget”

    If Brucy, Jack, Dave, Pam or any other IL politician doesn’t work in that direction they are no better than the other political hacks that came before them.

    My simple question is, where is that Rep legislation about balanced budgets?

  2. There is no doubt there are many legitimate, pending, critical issues that need to be addressed in our State.

    However, Rauner, has started a program to reform Illinois and is not kicking the can down the road.

    We need the people to be engaged and willing to join the bandwagon in support of our Governor for the Illinois Turnaround.

  3. You can’t have it both ways Jack you are either with us in McHenry, or for the Madigan Plan which is to borrow ourselves out of debt!

    Ridiculous it may work for Rahm Emanuel and the Chicago Public schools (NOT), but won’t work for McHenry County and our triple bond rated county.

    We care about our grandchildren’s legacy!

    The buck stops with us.

    That is why we voted 65% with Governor Rauner.

    Finally a GOP that takes on the democrats.

    Imagine having a controller that refuse to enact an unbalanced budget?

    At least with Rauner, he won’t stand for these games.

  5. Sandra is working hard and makes perfect sense…..

    Yet, I still can’t seem to get past two problems that would go a long way to solving the problem of a viable candidate to take on Representative Franks.

    1) Even “IF” a good, qualified candidate for Representative Franks seat can be recruited to run, will the people who recruited such an individual be able to PROMISE him/her, that the M-O-N-E-Y will be forthcoming dollar for dollar to match Representative Franks war chest?

    2) What local news outlet is going to give a newbie politician or even a locally known politician, a single ounce of favorable, free of charge publicity print?

    Sure the candidate if provided the one million dollars we already know Mr. Franks can place into his campaign checking account tomorrow morning if need be, but without the ‘free press’ showing up at any contenders campaign events then providing equal space as they will undoubtedly give Franks, what is the poor candidate to do?

    Some would say, “he/she would need to start knocking of doors of residences beginning right now…. but right now there are no announced contenders.

    It’s one heck of a conundrum that is for sure.

    I think the best that can be done at this point is exactly as Sandra states, “Get behind Governor Rauner now….and publicize those who refuse to.

    Cal is very good at keeping count.

    Just one more point that is on my mind.

    If Jack Franks has been backing Speaker Madigan all these years, why is it that Jack Franks does not seem to be getting any ‘political paybacks’ from Madigan?

    Jack does do a pretty good job at home in McHenry County, he seemingly votes the way his constituents want him to vote.

    I have to give him that respect.

    So why doesn’t Jack Franks take that home grown ‘charm,’ and family backing, and tell Madigan, “I’m no longer going to be your ‘do boy,’ as matter of fact, I’m going to come after your job! See where the chips may fall.”

    Jack Franks might just get a surprise.

    It would be the greatest ‘coup’ in the history of the state of Illinois!

    When I was President of the Crystal Lake Kiwanis way back when, my VP Tim O’Connor and Tim and I really splashed one whale of a Saturday night party on one of Lake Geneva Boat Tours.

    Hors d’oeuvres, food, lots of wine and martinis, just a really fun night out getting to know those we never had the pleasure of meeting before.

    I know some Pols will pass out on this one, however, wouldn’t it be a “fruitful” meeting place to all to get together, have a drink or three, break bread and tell each other, face to face, what we expect of our local and statewide officials?

    Why pound on Jack Franks online when I believe if graciously invited for a night out with his constituents and piers, Jack Franks would attend such a ‘bash’ with class!

    Let’s get to know the man, he has severed how many terms now? I believe he would show up and greet everybody graciously.

    You know, it’s harder to say no to people you have actually met than those you know nothing about.

    Tim O’Connor and I raised more money for the Crystal Lake Kiwanis noon club than had ever been raised before our term in office.

    It was at this moon light dinner where I had the pleasure of meeting Cal’s father, Mr. Calvin Skinner Sr.

    Whose to say an outing like this or others, would not be a beneficial bringing together of real people who rather than slamming each other behind UN-given birth names, people who might actually like each other in person. When this kind commemorator y builds momentum, things get done on BOTH sides of the table.

    I would volunteer to set the entire dinner cruise party up myself. No charge…..well, you have to pay for your ticket!

    A beautiful fall evening dinner trip around lake Geneva would be lovely and good for the governance of McHenry County. Republican and Democrat.

    But the reality is, something must be done to ensure our future for our children and grand chilndren and beyond.

  7. Dave you are correct that Madigan let’s Jack slide on votes when he can as I am sure he had expressed concern about the county he is supposed to represent.

    This will always give the Speaker the pocket vote when he wants it and not to mention the big dollar fund raisers in COOK county for Jack.

    Lets not loose track of this I think he will flush the citizens before saying no to Madigan.

    My gut tells me you are correct….. but I’m an “Idealist” at times.

    It’s just incredibly frightening to see what is happening all around us and I hate to admit that there is probably nothing we can do about it due to the fact that we have no real ‘press’ that keeps the votes informed of all the stuff going on behind our backs.

    Last weekend in Democrat Chicago five “Democrats” shot and killed five other “Democrats”.

    By Chicago Democrat standards, it was a good weekend.

  10. WIND AM 560 radio has a new show named Illinois Rising that airs Sundays at 3PM with Dan Proft as the host and featuring speakers from the Illinois Policy Institute.

    On the July 12, 2015 show John Tillman, the President of the Illinois Policy Institute, stated the last time Illinois had a truly balanced budget was 14 years ago.

    The conversation begins at about the 10:50 point in the show.

    The show also includes Republican State Representative Keith Wheeler, Oswego, 50th District, as a guest, who talks about House Speaker Michael Madigan changing House rules on the fly in the middle of the day with no warning.

    The second guest is Mackinac Center of Public Policy’s Director of Labor Policy, Vinnie Vernuccio, discussing the Friedrichs vs California Teachers Association case that will be heard by the US Supreme Court with an opinion scheduled to be rendered by June 2016.

    The main claim is public sector unions are of a political nature so it’s against a worker’s 1st amendment rights to be forced to pay money to the union as a condition of employment.
