A press release from the McHenry County Sheriff’s Department:

Four Charged After Narcotics Investigation in Lake In The Hills 

Four individuals were charged Friday for selling narcotics out of a bar in Lake in the Hills, Illinois.

The arrests came on the heels of a joint investigation by Lake in the Hills Police and the McHenry County Sheriff’s Office Narcotics Task Force (which includes members of the LITH PD) sparked by numerous complaints of patrons selling cocaine inside the bar. 

During the undercover operation, detectives purchased approximately 7 grams of cocaine from the four men.

After reviewing the facts of the case with the McHenry County State’s Attorney’s Office, arrest warrants were issued for those involved. 

The arrests on April 29, 2016 involved members of the US Marshals Great Lakes Regional Fugitive Task Force; Drug Enforcement Administration; Lake County Metropolitan Enforcement Group; Lake County Sheriff’s Office Gang Task Force; Lake in the Hills Police Department; Crystal Lake Police Department; and the McHenry County Sheriff’s Police.

Three of the four men were taken into custody:

  • Victor E. Velasco, Lakemoor (Parolee) (Male, 39), CHARGES: Unlawful Criminal Drug Conspiracy, Class 1 Felony, Two (2) counts Unlawful Delivery of a Controlled Substance, Class 2 Felony, Four (4) counts Unlawful Criminal Drug Conspiracy, Class 2 Felony, Two (2) counts Unlawful Possession of a Controlled Substance, Class 4 Felony.   New Charges from April 29, 2016: Unlawful Delivery of a Controlled Substance, Class X Felony, Unlawful Possession of a Controlled Substance, Class 1 Felony, Unlawful Possession of Ammo with FOID, Class 3 Felony, Unlawful Possession of a Controlled Substance, Class 4 Felony, Unlawful Possession of Drug Para, Class A Misd, Unlawful Possession of Steroids, Class C Misd. TOTAL BOND: $350,000.
  • Jason M. Silberbauer, Lake in the Hills (Male, 25), CHARGES:  Unlawful Delivery of a Controlled Substance, Class 2 Felony, Unlawful Criminal Drug Conspiracy, Class 2 Felony, Unlawful Possession of a Controlled Substance, Class 4 Felony. BOND:  $60,000.
  • Lukas (NMI) Cerniauskas, Crystal Lake (Male, 22), CHARGES: Unlawful Delivery of a Controlled Substance, Class 2 Felony, Unlawful Criminal Drug Conspiracy, Class 2 Felony, Unlawful Possession of a Controlled Substance, Class 4 Felony. BOND: $50,000.

During the arrest of Velasco, detectives seized an additional 29.5 grams of cocaine, 6 vials of steroids, 37 pills of steroids, three (3) digital scales, 5 Xanax pills, and $3,446.00.  The street value of the cocaine seized is estimated to be approximately $3,600.

The fourth individual,

  • Christopher S. Caceres of Cary, is still wanted for his involvement in the alleged criminal activity.  CHARGES: Unlawsful delivery of a Controlled Substance, Class 1 Felony, Unlawful Criminal Drug Conspiracy, Class 1 Felony, Two (2) counts Unlawful Delivery of a Controlled Substance, Class 2 Felony, Four (4) counts Unlawful Criminal Drug Conspiracy, Class 2 Felony, Three (3) counts Unlawful Possession of a Controlled Substance, Class 4 Felony. BOND:  $100,000.
