Lots of $1,000 and up contributions are flooding into State Rep. Jack Franks’ campaign fund.
This past week the one that I found most interesting was $2,500 from AFSCME, the union of state employees.
Next on my list of intriguing contributions was $5,000 from Chicago Alderman Ed Burke.
Finally, there are the contributions from trial lawyers, who have no interest in who is elected to chair the McHenry County Board…but they surely have an interest in who the next governor is.
From that and other union contributions, I conclude that labor union leaders see this as a way to slap down Governor Bruce Rauner electorally as Local 150 of the International Union of Operating Engineers did in its violation of the Open Meetings law suit against the McHenry County Board.
It seems likely that the Board’s passage of a resolution in support of Rauner’s Turnaround Agenda stimulated the union contributions, as it did the Local 150 suit.
Rauner’s people do not seem to think they have any stake in the election.
So far they do not see the possibility of Franks’ positioning himself to run for Governor in 2016 worth worrying about.

- $1,000 – Heritage Title Co. of McHenry, Crystal Lake
- $1,000 – Illinois Hospital Association, Springfield
- $1,000 – Telmate, Los Angeles, CA
- $1,000 – LSN Partners LLC, Miami Beach, FL

There’s some hometown boy money, but the pattern looks more like a coalition for a statewide campaign.
Franks for Governor or other state office.
No way all these groups are interested in McHenry County Board Chair.

The list for Dems who want that seat is about a mile long, and Jack Franks is probably, at best, 3/4 of a mile away from the beginning of that list.

A “ballot initiative committee” named “Cut 10 Committee” has been formed with a purpose “To pass a state wide referendum requiring all taxing bodies to reduce their tax levy by 10%.”
The Cut 10 Committee was created August 26, 2016, paperwork signed August 31, 2016, and filed on the Illinois State Board of Elections (SBE) website on September 2, 2016.
The Chair of the Cut 10 Committee (in some instances a joint contribution with his wife) have contributed $113,250 to Jack Franks PACs from December 2, 1997 through September 8, 2016.
The Chair of the Cut 10 Committee has family ties to Marengo, the home town of Jack Franks.
It will be but an advisory question, meaning as little as Jack Franks’ Cut 10 proposal.
