  1. $29,350 in contributions from the Firefighters union political action committee (PAC) to the Jack Franks PACs.

    The national union affiliate is called the International Association of Fire Fighters (IAFF), AFL-CIO.

    The state affiliate is called the Associated Fire Fighters of Illinois (AFFI).

    Jack Franks voted to hike Downstate Fire pensions in Senate Bill 856 (SB 856) in the 91st General Assembly (GA) on May 26, 1999, which Governor Ryan signed into law as Public Act 91-0466 (PA 91-0466) on August 6, 1999.

    The fire pensions were hiked by hiking the accrual rate from 2% to 2.5% for the 21st – 30th year of service.

    The formula works like this.

    years of service x accrual rate = multiplier.

    Multiplier x Final Average Salary = starting pension.

    Thus, hiking the accrual rate, hikes the starting pension.

  2. There are several IAFF locals in McHenry County.

    IAFF Local 3985 – Algonquin – Lake in the Hills

    IAFF Local 3926 – Crystal Lake (Crystal Lake Professional Firefighters Association)

    IAFF Local 4106 – Huntley (Huntley Firefighters Union)

    IAFF Local 4813 – Woodstock (Woodstock Career Firefighters)

    The McHenry Township Fire Protection District does not have a union.

    It’s primarily staffed by part-time/paid-on-call firefighters that work 12 hour shifts.

  3. Each of the above locals has a collective bargaining agreement with the Fire Protection District.

    In the case of Crystal Lake, it’s a Fire Department, not a Fire Protection District.

    A Fire Department is part of the City taxing district.

    A Fire Protection District is its own taxing district.

    The collective bargaining agreements should be posted in searchable (allows the use of find, copy / paste) format on the taxing district website.

    The Better Government Association also has many collective bargaining agreements posted on its website.

    The key document which is the next wave in transparency is the collective bargaining agreement change document, which indicates the changes from the previous agreement to the current agreement, using for example underline text for additions and stricken text for deletions, which is the same process used in the Illinois General Assembly.

    Obviously those negotiating the agreement have a way to identify the changes, and the public should be provided with the same, since it’s taxpayer dollars funding the personnel.

    The SBE committee ID is 1107.

    The PAC is located at 927 S. 2nd St, Springfield, IL 62704.

    The Chairman of the PAC is Edward Crews.

    The Treasurer of the PAC is Richard Martin.

    Past officers of the PAC are Bill Reid, Wayne Neal, Bruce Billman, Dave Foreman, Dave Defraties, and Pat Devaney.
