In his joint appearance before the Northwest Herald’s Editorial Board, Jack Franks scaled back his tax cutting promise to “cut property taxes by 10%” to cutting the McHenry County levy 10%.

The NWH’s Sunday article has Franks “touting his ‘Cut 10′ initiative that seeks, within his first year in office, to reduce the county’s share of property tax bills by 10%.”

The relevant sentence from today’s email from the Franks’ campaign is reprinted below:

” I ask for your support so that we can cut property taxes by 10% (www.Cut10.org), root out corruption, and eliminate government waste and fraud.” [Emphasis added.]

Would a normal person think Franks is promising to cut his or her home’s property tax bill by 10% or cut McHenry County government’s tax bill 10%?

I contend that Franks is trying to make people believe he will cut their total tax bills by 10%.

If so, that is a BIG LIE.

If he presides over the cutting of county government’s share of the tax bill (about 10% of one’s total bill) by 10%, then people’s tax bills will only decrease 1%.

BIG DIFFERENCE, from the “Don’t worry; be happy” goal of cutting property taxes by 10% as expressed in his email.

  1. So Jack Franks and his campaign claims one can use the McHenry County Board Chair position as a bully pulpit to to force other taxing districts to cut their property taxes by 10%.

    So how does the bully pulpit solve the financial problem that taxing districts in McHenry County have hundreds of millions of dollars cumulatively of unfunded pension and retiree healthcare obligations?

    That would include cities, villages, fire protection districts, and school districts.

    In the case of school district, more money going to pensions means less going to General State Aid (GSA) and categorical (transportation, special education, etc.) grants from the State to local school districts.

    The bully pulpit can’t print money.

    There is zero chance every single taxing district will decrease their property taxes by 10%.

    What is the timeframe for this election gimmick?

    Jack Franks does not give a timeframe.

    What is the plan for this election gimmick?

    Jack Franks refuses to reveal the plan until after the election.

    Has a single taxing district committed to decreasing their property taxes 10%?

    No.

    Has a single mayor whom endorsed Jack Franks committed to decreasing their property taxes 10%?

    No.

    Has anyone other than Jack Franks and John Bartman publicly said that any McHenry County property taxing district can decrease their property taxes by 10%?

    No.

    Has the McHenry County Board been decreasing property taxes?

    Yes.

    That is the real problem that Jack Franks faces.

    His opposition has been decreasing property taxes.

    So he is attempting to one-up them by saying he can reduce property taxes more.

    Cut 10 is an election gimmick that has no chances of succeeding upon its stated goal of decreasing property taxes in every property taxing district in the county.

    It has no details released to the public….because it’s an election gimmick.
