Franks Trying to Convince County Board Members to Meet Just One Day a Month

Jack Franks is a collection and mortgage foreclosure lawyer.

So, how to be County Board Chairman and still have time to go to court?

Be a very part-timer, just as he has been as State Representative the last eighteen years.

Franks’ plan, outlined at his Town Hall Meetings, is to re-structure the County Board’s committee system, to shrink the number to six.

On one day a month he hopes there were be six committee meetings–two in the morning, two in the early afternoon and two in the late afternoon.

Then, copying the Mike Madigan leadership style toward the end of all legislative sessions, Franks wants to hold a night County Board meeting.

By night, legislators are so tired they tend to vote for anything just to be allowed to get some sleep.

Franks is counting on the same sort of acquiescence in Woodstock.

What Franks has apparently not figured out is the County Board sets its own rules.

He has only the power of persuasion.

Will a majority of the twenty-three Republicans be so lazy that they only want to work one day a month?

If so, how will they justify their $21,000 a year salary, plus health and life insurance?

And, how many pages of background material can one read to make intelligent decisions?

Will the all-Republican Board take the credit for abolition or will they wait and let Democrat Franks take the credit?

  1. How will the committees be restructured?
    I hope Franks is giving details on that plan as well.

    Which could be cut or merged?

  2. It really doesn’t sound like a bad idea.

    Also it would save the County money because the pay would be less.

  3. The committees are structured to be able to hash things out, come up with ideas, even set special meetings that are not on the calendar.

    This would be a terrible idea for the County and the Taxpayers.

    Yes do some committees not have as much on there schedule sometimes yes.

    But when special things come up and you are having to spend more hours on the phone, doing research, talking to constituents, talking to staff it takes a lot of time.

    Everyone looks at Facilities as just a do nothing until you start having capital projects and then it is a nightmare of a committee.

    I believe Liquor and License had to have a special meeting to take away the Plum Tree Liquor License.

    You can guarantee one thing if Jack Franks wants it more than likely it is to benefit Jack Franks.

    And how is every County Board Member going to be able to go over everything in the other 5 committees? That is why you are on multiple committees.

    So each board member has seen many things in there committee so you don’t have to spend as much time on other things coming to the County Board.

    If anything this actually might mean more hours for County Board members.

    County Board is useless — they spend hours arguing about the color of a roof.

    Cut their salary in half while you’re at it.

  7. If citizens attended County Board and/or committee meetings, they would realize that the real business occurs at the committee level.

    Paying the members the same to accomplish and vet nothing is just blind votes on all business….ridiculous!

    I guess we’d trust board members to research for themselves, having no challenging dialogue or different viewpoints.

    If they meet with each other, there’s Open Meeting Act compliance.

    The County Board meetings will become 6+ hours long to hash the issues, if you want an educated vote.

    Of course the people would never attend and sit through all that.

    Great idea….hardly.

  9. I will suggest again, a smaller board will have members arguing they are doing more work, therefore should have higher salaries.

  10. How many people on the County Board and committees have other jobs?

  11. Although some committees could be consolidated, I don’t see any way to get to six committees and still have anything that makes sense in terms of subject matters and workloads. By my estimation the most we can get down to is 7 or 8.

    That does not save any real money other than perhaps mileage reimbursements which, in a budget that size isn’t even pocket change.

    It is usual for each committee to have a couple of hundred pages of materials to consider for each meeting and then the full board packet re-incorporates all of what the committees saw so it is often 500 plus pages.

    You need to read whatever was considered by other committees and there needs to be a few days between the committee meetings and the full board meeting to do that.

    There is no possible way that everything can be crunched down into one super long day and have any comprehension or oversight.

    Things slip through as it is.

    This is one of the worst ideas in the sad long history of bad ideas.

    The Chairman has no power to do any of that, all he can do is chair the meetings, be one vote out of 7 in the committee on committees, make changes in the full board agendas, and recommend appointments subject to Board approval.

    Even that last two powers can be taken away by the Board if they are abused.

    The organizational meeting will be the test of how much backbone the Board has.

  12. Here is my thought:

    The little liar has figured out that if he can reduce the number of committees AND have all the meetings on one day, he can wrest a lot of the power from the County Administrator – currently little dictator Austin.

    By having multiple simultaneous committee meetings, the little dictator can only be in one place at a time.

    After observing the County Administrator since he was hired, his control of the department heads is obvious.

    By minimizing the impact of the County Administrator, the little liar will be able to better control the various department heads.

    Next the little liar will be proposing a return to a ‘Board of Supervisors’.

    Just look at the list of Township supervisors and tell me how many of them are true conservatives.

    How many Supervisor campaigns will the little liar influence next year?

    Such a change would reduce the County Board members to meet the just passed (little liar) advisory referendum to reduce the County Board size.

    On March 15, 2016, Jack Franks was unopposed as Democrat candidate for 63rd District State Representative.

    On March 15, 2016, Republican Steve Reick defeated Democrat Jeffery Lichte in the Republican primary for 63rd District State Representative.

    Jeffery Lichte is a Democrat and a Jack Franks supporter who filed to run as a Republican in that March 15, 2016 primary election.
