Got some emails from McHenry County Board Chairman and still State Representative (and double dipper) Jack Franks through the Freedom of Information Act.

Guess what one of the first ones I examined said.

So, it looks as if Franks wants a press agent.

He calls it a “communications specialist.”

And he wants “Admin Support for Chairman.”

Wonder what’s that person(s) going to do?

Franks also wants to know about travel expenses.

And he apparently wants his own parliamentarian in addition to the Assistant State’s Attorney who now plays that role.

  3. There IS no “budget for the Chairman” apart from his inflated salary and mileage allowance and reimbursement for travel and function attendance for county purposes.

    Rest assured the only way he will get this is if Santa brings it in his sleigh or I will eat my mistletoe.

    Adding staff and expenses to his “Chairman” account is NOT going to help lower my property taxes by 10%.

    I’ve often wondered about his district office expenses, Cal.

    For four or five years now he’s maintained his district office at 1193 S. Eastwood Dr, Woodstock, a property which I believe he owns.

    Look at PIN#13-09-303-003 now owned by “777 LLC” of PO Box 5, Marengo, IL.

    The agent is a straw man out of Hampshire who appears in many of Jack’s filings and the office of record shares the same address as Jacko’s law practice.

    They bought the property from the estate of the former owner, Joseph Aiello back around 2011.

    I’m pretty sure that the legislature has made it legal to rent their district offices from themselves but I wonder just how much we taxpayers were paying to Jacko for the privilege of not letting a building he owns lay empty?

    Think you may know how to peel back the onion in Springfield and find out how much we’re paying annually for an office in an old plumbing supply house.

    My guess is that we’re paying top dollar – whatever the maximum rate is.

    The tax bill is around $6000 but ever since 777 bought it, it’s assessed valuation has dropped dramatically.

    Even so the tax bill has gone up from what it was under the previous owner.

    If you haven’t dug into it before, it might be worth a look and provide some fertile shit to toss on Jackoff

    Lets get the taxpayers of this county to sit in on a meeting from time to time and by that I mean actually sitting through the whole meeting.

    I do this regularly and this is why I’m disgusted with our county board.

    This in my opinion is the best way to educate the voting public.

    Look at his filings.

    Attacking his staff that had served the county effectively is a disgusting proxy war.

  18. Not voting for an office means you are placing more power in the hands of other voters.

    In other words, you don’t give a crap who gets elected because neither candidate deserves your support.

    Not voting for a Republican gives more power to the Democrat votes in a partisan election.

    Not voting in a primary means you are allowing others to choose the candidate for the general election.

    He makes the County more exciting now.

    Every knock against him for being a catamite of Madigan is warranted and true but he has already run the table on the county board members and he’s been in for a figurative minute.

    Jack. Is. Motivated.

    The private come to Mikey session must have put the fear of nothingness into Jack.

    He’s handling his neighbors on the board rather roughly.

    Whether he gets a staff or increased budget today means little to how badly he’s trouncing the board so far.

    Every single vote taken in every single meeting and session will become part of Jack’s political narrative in the coming years.

    It is absolutely ideal for him he has no vote but control of the agenda.

    Every vote will be scrutinized to assign blame for not supporting a “Cut 10” agenda.

    This will then feed a narrative of irresponsible Republican representation and a need for more bipartisan representation.

    This hasn’t just been telegraphed but screamed for all to hear.

    Cal is trying to point out the potential for this future with sweeping losses for Republicans.

    This would fulfill Jack’s given mission of getting a large Democrat presence in McHenry County government by any means necessary.

    Time to realize the Democrats are bringing their horror show here.

    Wise up.

    Get smarter.

    Fight every single money stealing vote no matter how innocuous it seems.

    Get a better vision and leadership than you currently have.

    Or lose.

    This post is another instance of Cal Skinner’s genuine dislike for Franks and inability to stick to the truth, irrespective if there are facts readily available.

    Ca is a spiteful, old man to go after the workers that serve this county well.

  28. Below are public pay records for the period in which Oliver Serafini and Bridget Geenen worked for then Democrat 63rd District State Representative Jack Franks.

    Jack Franks ran as unopposed Democrat candidate for 63rd District State Representative in the Primary Election (a supporter of Mr. Franks, Jeffery Lichte, ran as a Republican against Steve Reick).

    After the primary election, Jack Franks withdrew as a candidate for 63rd District District State Representative, and filed to run in the General Election as Democrat candidate for the inaugural voter elected McHenry County Board Chair position (as a result of a March 18, 2014, the County Board Chair position switched from Board elected to voter elected).

    (Jack Franks’ friend John Bartman was then chosen by the McHenry County Democrat party to oppose Steve Reick in the Republican General Election).

    Jack Franks won the McHenry County Board Chair election, taking office December 5, 2016.

    Jack Franks and Peter Austin (County Board Administrator) subsequently hired Oliver Serafini and Bridget Geenen, approved by the Human Resources Director on December 23, 2016, to work with Jack Franks.

    Oliver Serafini received was emailed an offer letter from McHenry County Administrator Peter Austin (also signed by Jack Franks) 12 hours and 47 minutes after emailing his application to Peter Austin.

    In seemingly unprecedented process, the position did not yet exist, thus was posted, thus Mr. Serafini could not complete an application online as is typical for County employment applications, and thus Mr. Serafini seemed to have no competition for the job, and how could all references be checked in such a short turnaround from 9:57PM Wednesday to 10:44AM Thursday (the 12 hour 47 minute turnaround period from submission of application to receipt of offer letter).

    In fact, Mr. Serafini did not indicate on his application the position for which he was applying.

    Mr. Serafini’s duties and the budget for him is to be split with the County Division of Transportation.
