A Friend of McHenry County Blog filed the following Freedom of Information request for
“Any documents, reports, presentations, emails, meetings, etc. that Oliver Serafini had involving Division of Transportation, including outside vendors, elected officials, consultants, other units of government, the public, or anyone, who worked with Mr. Serafini during the month of February regarding the Division of Transportation and its projects and initiatives.”
Jeffrey Young of McDOT offered the following reply:
The Division of Transportation is in receipt of your FOIA request dated February 28, 2017 in which you requested any documents that show Oliver Serafini worked at the Department of Transportation in February 2017.
For clarification, the Division of Transportation has interpreted your request to mean that you are requesting documents showing that Mr. Serafini’s physical location while working during the month of February was at the Division of Transportation.
The Division of Transportation does not have any documents responsive to your request.
If this is not your request, please let me know.
Also, please be advised that requests regarding employment may be better directed to County Administration or the Human Resources Department.
Contact information is then given.
Serafini receives half of his pay from the McHenry County Department of Transpotration.
Is this the 2nd FOIA request about the subject, or the first?
The FOIA request needs to be re-worded to clarify what’s being asked for is any work done for or regarding the Department of Transportation, IRREGARDLESS of Mr. Serafini’s PHYSICAL location at the time the work was being performed.
The response received to the FOIA indicates the DEPARTMENT OF TRANSPORTATION (not the entire county) has no records to indicate Mr. Serafini was physically at the Department of Transportation during the month of February.
(What month was the tour that Mr. Serafini received at the Department of Transportation?).
For some reason there is not a main FOIA contact at the county, rather, a FOIA contact for each department.
So, send the FOIA request to HR & Administration.
Specify in the FOIA request, the FOIA request is not limited to Department of Transportation records, but ALL COUNTY RECORDS, and what is being requested is Mr. Serafini’s work INVOLVING the Department of Transportation.
Ask that any payroll records be included in the FOIA response, that indicates any work that Mr. Serafini performed involving or charged to the Department of Transportation.
Who is the contact at the County that provided that FOIA response?
Be sure to specific an emailed response is desired, and that no paper is desired.
