McConchie Seeks to Break Liquor Distribution Monopoly

McConchie legislation aims to help small craft distilleries grow and expand

Springfield, IL… Craft distilleries may soon be able to bypass liquor distributors to deliver and sell their products directly to bars, restaurants and stores under legislation sponsored by State Senator Dan McConchie (R-Hawthorn Woods). Senate Bill 1288 seeks to provide a bridge for small distilleries to get their products to retailers more easily until they grow large enough for it to be worthwhile for distributors.

“The problem many small distilleries face when dealing with a distributor is some distributors require a retailer to buy at least a case of products at a time, while the retailer may only need or want a few bottles,” said Sen. McConchie.

“Allowing these small distilleries to use self-distribution would increase their production and sales, and eventually they’ll grow large enough for it to be worth the distributors’ while to pick up their entire account on an ongoing basis.”

Under Senate Bill 1288, distilleries, who produce no more than 100,000 gallons a year, can sell and deliver up to 25,000 gallons of spirits per year directly to retailers and other vendors.

“Currently, if a bar or restaurant in Illinois wants to make a quick purchase from a local distillery, that distillery is prohibited from filling that order directly,” said Sen. McConchie.

“Instead, distilleries must go through a distributor. That sometimes takes weeks.”

Craft breweries received similar self-distribution opportunities in 2011.

State law allows small breweries to distribute 232,500 gallons on their own if their production doesn’t exceed 930,000 gallons.

  1. Breaking up monopolies is always a good plan.

    If this is truly the bold stance of State Senator McConchie, may I suggest he break up the monopolies that prevent farmers from growing hemp.

    Illinois farmers are facing huge losses due to the price of commodities falling since NAFTA has been repealed, among other reasons due to the ‘monocrop’ farming of today.

    Hemp could provide a sustainable revenue source for farmers, as it is in EVERY OTHER G-8 country.

    As the bumper sticker says “If you eat, you are a part of agriculture.”

  2. Why just distilleries?

    Small wineries are practically impossible to establish due to three-tier system which requires sales to distributors, leaving little or no profit for producers.

    Illinois is largely agricultural, and there are many locally-grown fruits which produce wonderful wine…

    but that potentially enormous industry is essentially squelched by the distributor’s (Wirtz Law) lock on all fermented products.

    Let’s work on legalizing hemp / marijuana,

    remove controls on all alcoholic beverage distribution / sale,

    increase speed limits,

    freeze some elected official salaries,

    consolidate units of government,

    increase social service programs,

    freeze property taxes but increase other taxes,

    make Illinois a Sanctuary State,

    BUT do NOT fix the damn public pension Ponzi scheme!!

  4. I agree with half of your suggestions, by legalizing hemp and cannabis there will be extra money for social services and pensions. More jobs, less prisoners, gangs and violence would be great!

    And many less deaths from opiods is another BIG reason people should have access to cannabis medicines. NO ONE has ever died from cannabis, unless they get shot by a DEA agent.

    Freezing elected officials salaries sounds real good to me also.

    Consolidate units of government makes sense as well.

    REDUCE property taxes, not freeze them.

    Actually I do not agree removing all controls on one of the most dangerous legal substances, alcohol, is smart.

    In fact I would love to see a “CARNAGE TAX” put on alcohol to pay a smidgen of the unpaid emergency room costs due to alcohol abuse.

    It amazes me that people can buy enough booze to sink a battleship, store in their house where kids can pilfer it, get drunk to near death, and never be considered as ‘bad’ as someone who possesses a little herb. This madness must end!

    Sanctuary State? No, No, No!

    And if you want to end the biggest Ponzi scheme, END THE FEDERAL RESERVE SYSTEM! The interest taxpayers pay to the FED would pay for most of the social services in America. Ask Rand Paul.
