McHenry County State’s Attorney’s Office to Present Seminar For Elected Officials

Patrick D. Kenneally, McHenry County State’s Attorney, is pleased to announce that his office will be conducting a free seminar on local government transparency, efficiency and ethics for elected officials on April 27, 2017 at 6:00 p.m.

The seminar will take place at the McHenry County Administration Building, 667 Ware Road, Conference Rooms A & B, Woodstock, IL 60098.

Doors will open at 5:30 p.m. for networking and refreshments.

While each public body faces different challenges and issues, transparency and a strong ethical foundation are essential to all governmental bodies.

The McHenry County State’s Attorney’s Office strives to ensure that the citizens of McHenry County find their local officials to be trustworthy and receptive to the needs of the community.

We believe this seminar will be quite informative and useful to elected officials in their service to the public.

All elected officials and members of the public are invited to attend.

  1. The County State’s Attorneys office is not good enough for Jack Franks for parliamentarian services (interpret county board rules).

    Jack Franks uses taxpayer money to hire outside counsel for county board chair parliamentarian services.

    The outside counsel is Storino, Ramello & Durkin in Rosemont (Cook County).

    The Supporters of Jack D Franks PAC reported a contribution of $1,000 from Storino, Ramello & Durkin on November 7, 2016.

    Jack Franks was elected County Board Chair on November 8, 2016.

    Jack Franks was sworn into office as County Board Chair on December 5, 2016.

    Jack Franks introduced Nick Peppers, a Partner in Storino, Ramello & Durkin, as the County Board Chair parliamentarian on January 17, 2017.

    Pay to play?

    That was the first time the County State’s Attorneys office heard that Jack Franks was hiring outside counsel for County Board Chair parliamentarian services.

    Previous County Boar Chairs had used the County State’s Attorneys office for parliamentarian services.

    There is no additional cost to the county for using the County State’s Attorney’s office for parliamentarian services.

    There is an additional cost to the county when the County Board Chair uses outside counsel for County Board Chair parliamentarian services.

    Where is the zero based budgeting and justification from the County Board Chair for outside counsel parliamentarian services (Jack Franks has said he will use zero based budgeting).

  2. The MCC SAO should give fat boy Franks a front row seat to this training session,
    he could really make good use of it and the taxpayers dollars it cost to
    produce this seminar.

    BTW, when it comes to government, nothing is free.

  5. Hopefully the elected officials will take advantage of these opportunities.

    There are a lot of nuances in the law and Roberts Rules of Orders, and its best to know them when dealing with someone such as Jack Franks who will be consulting with his outside counsel parliamentarian (who contributed to the Franks political action committee).

    So there will likely be instances of the County Board & the County State’s Attorney’s office v Jack Franks & Storino Ramello & Durkin.

    It doesn’t seem like most county board members at this time are well versed on Roberts Rules of Orders.

    Then again, they have not yet encountered a Democrat County Board Chair who interprets law and policy to his political advantage to the extent that Jack Franks has done in just four months.

  6. Swordfish, I was talking to ‘stand4truth’ who was delighted that Honest Abe’s taxes were being hiked.
