The Problem of the Crystal Lake Civic Center Authority – Part 9 New Info Half Hour Before Meeting Started

The minutes of a short meeting of the Crystal Lake Civic Center Authority held on December 6, 2016, follow.

Raue Center

Call to Order and Roll Call:

Crystal Lake Civic Center Authority Board Members present were: Chairman Tom Hayden, Vice Chairman Lisa Waggoner and Members Pete Affrunti, Greg Danielson, William Mack, Jr., Tom Ormsby, Gary Reece and Fred Wickham. Mike Splitt was absent.

Mayor Aaron Shepley, City Manager Gary Mayerhofer, Finance Director George Koczwara, Special Counsel Vic Filippini, Robert Lewis and Andrew Kim of PMA Securities, Steve Slack, President of Home State Bank, Executive Director of the Raue Center Richard Kuranda and members of the Raue Center Board of Directors were also present.

Approval of the Minutes of the October 4. 2016 meeting.

Board Member Wickham moved to approve the minutes of the October 4, 2016 meeting, with minor corrections as noted by Vice Chairman Lisa Waggoner and Special Counsel Vic Filippini.

Vice Chairman Lisa Waggoner seconded the motion. On roll call, all present voted yes. Motion passed.

Chairman Hayden advised that in light of new developments which had just come to light and still needed to be reviewed, he did not feel there was a need to continue with the meeting that evening because it would be better for the CCA Board to have complete information before continuing the discussion.

Board Member Reece asked why the meeting had been convened, and Chairman Hayden advised that the new information had just come to light within the last half hour.

Chairman Hayden asked that a new meeting date be set for January.

Board Member Wickham requested that CCA Board meetings be included on the calendar published in the City Newsletter and Mayor Shepley agreed.

Date/Time of next meeting

Mayor Shepley suggested that the next meeting could be set for Tuesday, January 3rd or Tuesday, January 70,2017.

Chairman Hayden noted that he would be unavailable on January 3rd and would prefer January 10th.

Board Member Wickham moved to set the next meeting of the Civic Center Authority Board for January 10,2017 at 5:30 p.m. Board Member Reece seconded the motion. By voice vote, all present voted yes. Motion passed.

Vice Chairman Waggoner asked if the CCA Board meetings would be published in the City’s annual publication of 2017 meetings. Mr. Koczwara stated that regularly scheduled meetings would be published and if there was a change, an agenda with the new date would be posted on the City Hall bulletin board and on the City’s website. Mr. Filippini stated that if the 2017 meetings had already been published, a change could be noted on the posted agenda and on the City’s website with the heading “Special Meeting Time”.

Chairman Hayden requested that since January 10th was not a City Council meeting date, the
meeting be held in the City Council Chambers, and Mayor Shepley agreed.

There being no further business, Board Member Wickham moved to adjoum the meeting at 5:53 p.m. Vice Chairman Waggoner seconded the motion. By voice vote, all present voted yes.

Motion passed.
