McConnaughay Introduces Bill to Increase Power of County Board Chairman

Just took a look at Senate Bill 2243, legislation introduced by State Senator Karen McConnaughay on October 18th.

It does the following:

Amends the Counties Code.

Provides that with the advice and consent of a majority of the county board, a county board chairman elected by the voters of the county may:

(1) create standing committees; and

(2) appoint members and chairpersons to standing committees.

This certainly appears to take power away that  ordinary County Board members have today.

For example, the County Board continued the Human Resources Committee when Chairman Jack Franks wanted it abolished.

The County Board also approved Chuck Wheeler to chair the Public Health Committee, while Franks appointed the only Democrat, Paula Yensen.

  1. Perhaps posting the discussion/justification part of that would help understand the logic behind it.

    No other explanation for writing legislation such as this.

    The Counties Code is amended by adding Section 5 as follows:

    55 ILCS 5/2-1003.5 new

    “Creation of standing committees by chairman; appointment of members.

    With the advice and consent of a majority of the county board, a county board chairman elected by the voters of the county may;

    (1) create standing committees; and

    (2) appoint members and chairpersons to standing committees.

  6. This is how the power gets turned to less and less people!

    Instead of it being spread out like 60 votes in the U.S. Senate the Dems changed it to only simple majority on things.

    Now Republicans are in power and they don’t like it!

    Besides McConnaughy was in charge at Kane Co. and she probably would have liked more power.

    These false Republicans just keep screwing their own party which means they will do anything to keep it!

    They see things slipping away because people are pissed off and they either vote for personal gain or it is just like insider trading!
