Will Rauner’s Fixation on Mike Madigan Lead to a Veto on Bill to Make Jack Franks a More Powerful Legislative Leader Than Madigan?

An article by Charlie Wheeler in Illinois Issues contains the following sentence:

“As candidate filing this week officially kicked off campaign 2018, one might suspect that Rauner’s new mantra is, ‘Vote for me because I’m not Mike Madigan.'”

I continue to contend that the Jack Franks-inspired bill, House Bill 171, would make the McHenry County Board Chairman, a Democrat, more powerful in his legislative body than Mike Madigan is in his.

That’s because Madigan only has the power to appoint chairmen and place Democrats on committees (or not, as Scott Drury, discovered).

By signing State Rep. Reick’s petition, you let Governor Bruce Rauner know he should veto HB 171.

  1. Who cares about RINO Rauner’s fixations ?

    His millions won’t buy him the next election.

    Ives will primary him
    into a well deserved legacy of failure.

    Yea: 1 (Representative Steve Andersson).

    Nay: 4 (Representatives Barb Wheeler, David McSweeney, Steve Reick, and Allen Skillicorn).

    Present (neutral aka neither Yea nor Nay): 3 (Senators Pam Althoff, Dan McConchie, & Karen McConnaughay).

    The vote percentages:

    Yea: 12.5%

    Nay: 50%

    Present: 37.5%

    If:

    – the sole Republican co-sponsor does not vote for the bill and her district partially represents McHenry County,

    – only one the eight state legislators whose district partially or entirely covers McHenry County does not vote for the bill,

    – no State Senators vote for the bill,

    – the Governor is Republican,

    – the County Board Chair is Democrat,

    – the bill shifts power from the Republican majority County Board to the Democrat County Board Chair,

    – the Democrat County Board Chair worked with the Democrat House Speaker for 18 years while a State Representative,

    – the Democrat House Speaker is also the Chair of the Democrat Party of Illinois,

    – the Democrat Party of Illinois obviously wants more Democrat power in McHenry County,

    – county voters defeated a referendum pushed by then State Representative Jack Franks for a County Executive form of government with an elected County Executive,

    – county voters approved a referendum pushed by then State Representative Jack Franks for a voter elected County Board Chair,

    – during those referendums then State Representative Jack Franks gave no indication that if voters approved the referendums, he would run for the position,

    – after the voter elected County Board Chair referendum then State Representative Jack Franks promised Northwest Herald reporter Kevin Craver he would not run for County Board Chair,

    – Jack Franks broke the promise, rand for County Board Chair, and was elected County Board Chair,

    – and since elected County Board Chair has proceeded to add costs and power to the county board chair position,

    why would the Republican Governor sign the bill?

  4. In light of the filings (or lack thereof) for County Board positions, it will not make any difference if this bill is signed or not, other than for the one year remaining in the current term.

    It “legitimizes” the power-grab.

    The very fact these people are going to such lengths to get it through says all that needs to be said on the issue.

    McHenry County needs her back on the board.

  8. Ersel: Even if you are elected, that best case scenario for the new Board is that the current anti Franks group, which is already a minority, will shrink further.

    Even if the Rules remain in place, the next Committee on Committees will be dominated by Frankophiles so the result will be the same. in fact, due to seniority, you would probably be the only non Franks friendly member on that if you are elected.

    I think that no one wants to be on the Board under the current circumstances and I can’t blame them.
