Illinois Leaks Calls on Law Enforcement to Investigate Delayed Sick Pay to Bob Miller of $47,000

Illinois Leaks continues putting a spotlight on former Algonquin Township Road Commissioner Bob Miller.

Algonquin Township – Conflict with Sick pay documents -Time for Law Enforcement to investigate!

McHenry Co. (ECWd) –A letter used to support a substantial departing payment to outgoing Highway Commissioner Robert Miller was dated February of 1997 and presented at the April 12th, 2017 meeting. (See the previous article on 1997 document here)Dates are significant.When documents conflict it is only proper to raise the flag and demand answers.

In the case of Algonquin Township and the former Highway Commissioner’s claim of being owed for 263 sick days, a more recent document says otherwise!

What was reported to the Auditors of the Township as it relates to these accumulated unpaid absences?

According to Bookkeeper Judy Kreklow, the accumulated unpaid absences for the Road District Office was ZERO as of March 31, 2017.

So how is it that the bookkeeper creates a letter to the auditors informing them there are no liabilities regarding pay for the Road District as of March 31st, 2017 and then just 12 days later, Miller walks out with a check for accumulated sick days for $47,381.84, all based on a document dated from 20 years prior, of which there are two versions of them?

The reason this is significant is that this is a bookkeeper that is doing the books during the past administration, which minimizes claims of this being political.

The document we have obtained through an FOIA request is from the Algonquin Township and upon receipt, we confirmed the metadata regarding its creation and it reflects it was last modified May 4th, 2017, the same date on the letter.

Metadata points to a Judy Kreklow as the name of the person who made the last modification, however, we have no way of knowing if she actually created this document or someone using her computer.

We suggest law enforcement investigate what appears to be a fraud on the Township regarding claims of accumulated sick pay.

It is clear, the bookkeeper, prior to the change in personnel, informs the auditor there are no liabilities as it relates to accumulated unpaid absences for the Road District.

The Bookkeeper’s letter appears to be in direct conflict with Miller’s claim he is owed for 263 sick days worth $47,381.84.

  1. More transparency is needed for the overly generous unused sick days perk.

    How about a state law mandating an annual report from each state and local unit of government regarding unused sick days.

    Perhaps a current legislator will sponsor such legislation.

    Maybe candidate for a state legislator office in the 2018 election will make it a campaign issue.

    In the meantime, perhaps the board of some local units of government will create a board policy mandating such a report.

    Republican State Representative David McSweeney – Cary office – 52nd House District – in the March 20, 2018 primary election he is unopposed and no Democrat candidate has filed.

    Republican State Senator Dan McConchie – Lake Zurich office – 26th Senate District – in the March 20, 2018 primary election he is unopposed and the Democrat candidate is Tom Georges of Mundelein.

    The 26th Senate District contains all of the 51st House District and 52nd House District.

    Republican State Representative Steve Reick – Woodstock office – 63rd House District – he is unopposed in the March 20, 2018 primary election and no Democrat candidate has filed. In the March 16, 2018 primary election for the 63rd House District, Jack Franks supporter Democrat Jeffery Lichte filed to run as a Republican candidate but lost to Steve Reick.

    Republican State Representative Barbara Wheeler – Crystal Lake office – 64th House District – she is not running for re-election – in the March 20, 2018 primary election Tom Weber Lake Villa is unopposed as Republican candidate and no Democrat candidate has filed.

    Republican State Senator Pamela Althoff – McHenry office – 32nd House District – she is not running for re-election (she is a candidate for McHenry County Board District 4 in 2018) – in the March 20, 2018 primary election, the Republican candidates are Craig Wilcox of McHenry (current McHenry County Board Member District 4) and John Reinert of Crystal Lake (current McHenry County Board Member District 2), and the Democrat candidate is Mary Mahady of McHenry (current McHenry Township Assessor).

    Senate District 32 covers all of House District 63 & House District 64.

    Republican State Representative Allen Skillicorn – Crystal Lake office – 66th House District – in the March 20, 2018 primary election he has no primary opponent and no Democrat has filed.

    Republican State Senator Karen McConnaughay – West Dundee office – 33rd Senate District – in the March 20, 2018 primary election she is unopposed and the Democrat candidate is Nancy Zettler of Algonquin.

    The 33rd Senate District contains all of the 65th House District and 66th House District.

    – Too many days granted per year.

    – Days can be carried over.

    – Days carried over can accumulate to large numbers.

    – At retirement, days carried over can be exchanged for cash, or for years of service credit to allow one to retire earlier

  4. Mark: if you look at the statutes pertaining to Highway Commisioners, the Highway Commissioner is obligated to identify all liability of the Road District.

    Failure to list all liabilities is a crime and the punishment is a fine in the amount of the liabilities not reported.

    Doodie has no excuse around that because by now I’m sure the last five or so years is in the hands of Hanlon.

    The audited financial statements do not show the liability of Bob’s mysterious unpaid sick pay.
