Candidates’ Opinions Differ On Abolishing the Auditor

Monday was the last day interested persons could email their resume and cover letter to County Board Chairman Jack Franks for a chance at filling the Auditor position.

CPA and Certified Fraud Examiner Shannon Teresi has thrown her hat into the ring to replace her former boss, McHenry County Auditor Pam Palmer.

Previously, former Crystal Lake Grade School Board member and two-time unsuccessful candidate for a District 3 County Board seat Nancy Gonsiorek’s candidacy was announced in a Northwest Herald article indicating Democratic Party Board Chairman Jack Franks favored appointing the CPA because of Gonsiorek’s favoring abolition of the office.

Teresi favors retaining the office, which is intended to be an independent check and balance on the rest of County government.

An alternative form of check and balance in some governments is an Inspector General.

In promoting abolition of the Auditor as an elected official, Franks has not proposed an Inspector General.

The NWH has run no article on Teresi’s application for the appointment and, when last checked, Franks had not posted an application form, as he did when he was preparing to appoint a replacement for County Board member Andrew Gasser.

Teresi did report receiving a questionnaire from Chairman Franks on Monday, February 5th.

Both women seeking to replace Palmer until someone can be elected to fill out the two-year vacancy in November are GOP Precinct Committeemen.

While the County Board will determine who will fill in for Palmer until the general election, the person selected this month is not guaranteed to be on the ballot in November.

That decision of who will be placed on the ballot will be made by the McHenry County Republican Central Committee.

Although the County Board must vote to approve Chairman Franks’ choice for Auditor, state statute does not define the process if the Board fails to approve Franks’ pick.

(10 ILCS 5/25-11) (from Ch. 46, par. 25-11)
Sec. 25-11. When a vacancy occurs in any elective county office, or in a county of less than 3,000,000 population in the office of clerk of the circuit court, in a county which is not a home rule unit, the county board or board of county commissioners shall declare that such vacancy exists and notification thereof shall be given to the county central committee or the appropriate county board or board of county commissioners district committee of each established political party within 3 days of the occurrence of the vacancy. The vacancy shall be filled within 60 days by appointment of the chairman of the county board or board of county commissioners with the advice and consent of the county board or board of county commissioners.

The nomination to Auditor position will be discussed at the February 15th committee of the whole meeting.

  1. Wow! A real candidate!! Not a prayer Mr. ‘double-chin’ will choose Shannon Teresi as she is too qualified!!

    This will likely turn out to be another Spoerl / Christiansen (Franks puppets) appointment.

    Even if Teresi is not appointed, she can run for the position this November if appointed by the GOP Central Committee.

    If Shannon is not appointed, the ‘two weasels’ will have free rein until the November election.

  2. If there’s any truth in judging officials by the company they keep/support, both are Carolyn Schofield allies/supporters. So, your choice here is between the lesser of two evils.

  3. I have yet to meet someone who knows Nancy who actually likes her. Her personality is abrasive.

  5. The problem with an Inspector General is that, in most cases, someone has to ask him or her to start an investigation.

    If that person is the Chair, we all know that Jack won’t ask for an investigation that might embarrass him or one of his allies, and if the Board wants something investigated, he’ll play the same childish games that he played before when he refused to put items on the agenda that he didn’t want discussed.

    Any scheme of oversight that requires the cooperation of the current Chair would be a case of the fox guarding the chicken coop.
