Jack Franks Sneaks $98,000 Inspector General in Supplemental Budget for Tuesday Night Meeting

Although approved by no committee of which I am aware, McHenry County Board Chairman Jack Franks has put $98,000 in the supplementary budget for next year.

If approved, the position of Inspector General would be under the people who need inspecting.

Currently, the McHenry County Auditor performs the function of keeping McHenry County honest.

Besides knowing how McHenry County government works from first hand experience as Chief Deputy Auditor, recently-appointed Auditor Shannon Teresi has the following qualifications,:

  • Masters in Accounting Science
  • Certified Public Accountant
  • Certified Internal Auditor
  • Certified Fraud Examiner, Certified Risk Management Assurance

The spreadsheet containing Chairman Franks’ proposed new patronage employee is very wide, so I have chopped it up and present the information below.  Obviously the relevant information is on the third line.

Note the third line makes it clear that Jack Franks will be in charge of the new position, ,just as he is of the County Administrator, who broke county personnel policy to hire Franks’ two patronage employees.

The “Inspector General” position appears here on line three.

On the third line is the salary and benefits for the proposed Inspector General, totaling $98.283.

    Mr Franks when will this happen?

    I’m just wondering as you promise this is part of your campaign to get elected.

  6. We citizens in McHenry County already have an INDEPENDENT auditor position occupied now by a capable and competent Shannon Teresi. Her position is independent and accountable to voters as it should be. We do not need and inspector general position in this county. Tax paying and patriotic citizens should soundly reject the proposal to add an inspector general into the McHenry County Government.

  7. Franks wants ANOTHER Patronage hire that will be required to kiss his ass.

    I guess the two fulltime employees can’t handle the load.

    This is just another attempt to avoid oversight on his spending and be able to avoid legalities with his questionable behavior.

    We already have the Auditor/whistleblower laws and States Atty elected by the people.

  8. Read the NW Herald story about the County board voting to reduce its size.

    There’s a whole paragraph of Jack Franks talking about doing what the people want, reducing government to make it leaner, cutting staff and setting the example!

    What?

    So which is it Mr. Franks?

    You believe creating a nearly $100,000 position is doing what you are quoted as saying in the Herald article?

    Employing personal assistants?

    Completely opposing statements and actions!

    The people have inspected your words and actions and agree to reduce size…you need to go.

    And take all your paid assistants and inspector general with you.
