Home Rule is mainly about getting more money into municipal coffers.
Another example of this is found in a Rockford Register-Star column by writer Chuck Sweeney:
“There’s a related hope that the state’s lawmakers will allow Rockford, a nonhome-rule city, to raise the annual fee that nonhome-rule cities charge bars and restaurants to license gambling machines.
“Currently, Rockford can charge just $25 per machine, while the home rule city of Crystal Lake charges $1,000 to the establishment and $500 per machine.”
Rockford is the only municipality of which I am aware where voters have revoked Home Rule status.
