States compete in a variety of ways, including attracting residents, and taxes can play a significant role in that process. In 2018, New Jersey, Illinois, and Connecticut had the highest outmigration rates in the country.

Perhaps not coincidentally, New Jersey has high property taxes, just like Illinois.
