While State Representative, I attended conventions of the American Legislative Exchange Council. ALEC, for short.
In an informal conversation with a Mississippi State Rep., I was told that the law that allowed only the top two finishers in a primary election to advance to the general election was a scheme to prevent blacks from winning office.
That law was instituted in California to keep Republicans off general election ballots.
The result was no Republican being on the ballot there for U.S. Senate last year.
Now, according to the Wall Street Journal, Democrats are advancing the idea elsewhere:

Our founding fathers would be shooting by now.
A jungle primary with top two going on to the general isn’t inherently racist or partisan.
It’s not any different than a runoff election that many municipalities do and many other countries do and we don’t say there are nefarious reasons in those instances.
Look at our system where we require third parties to get multiple times more signatures than someone who has D or R next to their name.
Is that fair or equal?

The concept of runoffs made sense in an era before parties.
But with the concept of parties being well established, it is clear – as you point out, Cal – that the purpose is now to keep the voters from having a real choice on election day.
