Witness Slips Needed!

The effort to undermine the county executive referendum results is back.

The sponsors of HB 3317, who want to sidestep the results of a McHenry County referendum and significantly increase the powers granted to the McHenry County Board Chairman, have inserted the original provisions of HB 3317 into a new bill (HB 3596) as an amendment.

.As you recall, this bill would essentially enact a County Executive form of government in McHenry County by significantly increasing the powers granted to the County Board Chairman at the expense of rank-and-file members of the county board.

.In a recent poll, 97% of the respondents said they were opposed to this legislation.

This amendment will be heard in the Counties and Townships committee in Springfield on Thursday, April 11 at 9:30 AM.

 This is a call to action for witness slips against this terrible legislation.

McHenry County voters defeated a referendum that would have provided these types of powers for the McHenry County Board Chairman, and the bill sponsors are rejecting the public’s 2:1 mandate against these powers and want to sneak the provisions through as an amendment to HB 3596.

  3. In the “Position” portion click “opponent”
  4. Under “Testimony” you should click “record of appearance.” You can also have your written comments supplied to all board members. This is optional. Interestingly, they do not accept emailed testimony. You may fax your written statement to 217-557-2165.

  5. It’s the right and the will of the people to elect their County Officers and CountyBoard members.

    Distributed power and representative government are the cornerstones of our great country.

    Everyone believing in good governance should disapprove of this ridiculous power grab of a bill along with several before it that were designed to give a county board Chairman one man rule essentially making him Dictator of our county!

    Why does this keep resurfacing?

    Republicans and Democrats should be trying to save our county, NOT allow Springfield to make county- specific bills that demonstrate a really poor example of legislating.

    But only certain Amendments (not all amendments) of each bill is currently in the House Counties and Township committee.

  8. This attack on your elected auditors will continue until the office is constitutional.

    There is a provision, if VOTERS want an appointed auditor THEY can vote in a referendum.

    Referendums are popping up a lot.

    County Boards are placing them on the ballot, not Citizens.

    Most fail.

    Looks like McHenry Co is bypassing the voters.

  9. Anyone else find it interesting that Pam Althoff signed a Witness Slip objecting to the Czar language and in so doing indicated she was representing: “McHenry County Board and Chairman”?

    I knew the two were ‘joined at the hip’ but now she openly represents the liar in chief whom it is reported worked with McSweeney on the original language for the Czar bill?

  13. As of April 12, 2019, HB 3596 is in the House Rules Committee.

    The bill makes many changes to county governance and county board chair power, in some cases making it explicitly permissible actions taken by the McHenry County Board Chair.
