Bridget Geenen, Jack Franks Patronage Worker, Now His PAC Treasurer

When former State Rep. Jack Franks took office as Chairman of the McHenry County Board, he “convinced” County Administrator Peter Austin to hire two people through circumventing Board Rules.

One was Bridget Geenen.

Looking at Franks’ fillings with the Illinois State Board of Elections, I found a fascinating piece of paper–his most recent D-1.

It was filed because Geenen has been designated as nhis new Poliltical Action Committee Treasurer.

In the interest of maintaining her privacy, Bridget Geenen’s street address and phone number have been redacted.

    When someone who works directly for an elected official is paid $53,720.09 from his campaign fund, I do believe the voters should know.

  5. Some history.

    The name of the current Jack Franks political action committee is the “Supporters of Jack D Franks” PAC.

    The name of the previous committee was the Citizens for Jack D Franks PAC.

    The political campaign office for Jack Franks is at 1193 S Eastwood Dr, Woodstock, which doubled as the 63rd District Office while he was State Representative.

    1193 S Eastwood Dr, Woodstock is in the recently expanded Woodstock TIF District and owned by a company in which Jack Franks has an interest, 777 LLC.

    The building is subdivided to accommodate additional tenants for rental income.

    The parcel PIN is 13-09-303-003.

    Ms. Geenen has received compensation from three employers to support Jack Franks.

    1. The PAC.

    2008 – to date in the amount of $51,392 to compensate for services as an independent contractor, a staff member, bonuses, mileage, and cell phone to assist in the election of Mr. Franks to the offices of State Representative and County Board Chair.

    2. The State Of Illinois.

    2011 – 2017 in the amount of $226,242 to compensate for services as a contractual worker and District Office employee for State Representative Jack Franks

    3. McHenry County.

    2017 – current in the amount of $108,000+ to compensate as an Executive Assistant to McHenry County Board Chair Jack Franks.

    The previous County Board Chair did not have a dedicated executive assistant.

    Neither Jack Franks nor Peter Austin explained their wish to create the Executive Assistant position to the public or the full county board, prior to sending the offer letter.

    Here’s what happened.

    An expired temporary project manager position was converted by Mr. Austin to an Executive Assistant position.

    The HR Payroll Advice form dated December 23, 2016 states, “Position to be converted to serve as Executive Assistant for County Board Chair.”

    Eighteen calendar days after newly elected County Board Chair Jack Franks took his oath of office on December 5, 2016, the offer letter dated December 23, 2016 was signed by the County Board Chair Jack Franks Franks (an elected position) and the County Administrator (not an elected position) Peter Austin and emailed to the patronage candidate Ms. Geenen, who quickly accepted the offer.

    The County Board Administrator, Peter Austin, signed his name in the slot on the HR Payroll Advice form that is designated as “Human Resources Director.”

    Peter Austin is clearly not the Human Resources Director.

    Peter Austin is the County Administrator.

    Cheryl Chukwu is the Human Resources Director.

    Given all that, would any public sector human resources manager or administrator recommend such a procedure?

    The ability of the county board to act as a check and balance and approve positions was bypassed.

    This was a beg for forgiveness or claim it’s OK tactic as opposed to ask for permission tactic.

    Has the County Board modified board policy to make it explicitly clear that such re-classifications are against board policy?

    And I’m quite sure working for Jack is no picnic!

    She is just trying to make a living and support her family like the rest of us.
