Jack Franks Continues Efforts to Rid Courthouse of Strong Republican Woman

First it was the Couty Auditor.

When Franks could not muster a majority for his choice for Auditor, Nancy Gonsiorek, he begrudgingly put Shannon Teresi’s ame forward.

Next it was Coroner Anne Majewski.

Franks did pretty much every thing he could to make Majewski’s life miserable until she reisgned.

Franks wants to abolilsh the office, which is intended to provide a check and balance on the law enforcement and medical community.

Franks has steadfastly refused to follow the law that says he should have appointed a replacement to serve until the end of Majewski’s term in December, 2020.

Now, he is proposing an advisory referendum to abolish a third Republican woman’s post–the Regional Superintendent of Education–held after two elections by Leslie Schermerhorn.

She is another elected official who refuses to kowtow to Franks.

No discussion is scheduled for the Public Health Committee Thursday morning.

It’s on the consent calendar.

    This useless and costly bureaucratic position adds nothing but a tax burden.

    Didn’t Leslie’s pa, another ward-heeler lout fished out of tavern-obscurity by Al Jordan to be a lapdog judge, squirrel away enough loot for Leslie’s inheritance?

    Why do we need to support her and her weekly trips to the Mag Mile to buy evening gowns?

    That is the only language I could find on County Board websites.

    What is language of Resolution?

    Eliminating the office of Regional Superintendent is a GREAT proposal and I cannot think of any objection to that.

    In my experience,, that Office has been an obscene waste of taxpayer funds at best, at worst I have been told that the Office flat out refused to engage in Statutory Responsibility:

    “State law requires Regional Superintendents to assume certain duties, including:

    To exercise supervision and control over all school districts in the County and advise in controversies under law;”

    State law requires Regional Superintendents to assume certain duties, including:
    To exercise supervision and control over all school districts in the County and advise in controversies under law;
    To distribute general state aid and categorical funds;
    To evaluate and file school treasurers’ bonds;
    To notify districts of monies sent to school treasurers;
    To issue and register teaching and administrative certificates;
    To assume responsibility for suspension of teaching and administrative certificates;
    To assume responsibility relative to holding institute or in-service training;
    To coordinate and deliver in-service training for school bus drivers;
    To enforce health/life safety standards in all school buildings;
    To cause a review of school construction plans and specifications for remodeling, school additions, and new school construction for compliance with applicable codes;

    To direct cooperative education programs;

    To maintain an annual census of school districts;
    To maintain a map of school districts within the county;

    To provide continuing professional development opportunities for administration, staff development in the fundamental learning areas, technology staff development, gifted education program assistance, and other services identified through regional needs assessment.

  8. The Regional Office of Education (ROE) provides support services to local school districts.

    The smaller school districts tend to use some services more than larger school districts, because the smaller districts have less administrative staff and cannot cost justify dedicating staff to certain tasks.

    McHenry County has a number of smaller school districts, including the Regional Safe school at the ROE, Riley Elementary District 18 in Marengo, Alden Hebron Unit District 19, Harrison Elementary District 36 in Wonder Lake, and Fox River Grove Elementary District 3.

    Services include professional development, education licensure, education of troubled youths (regional safe school), fingerprinting, facility safety inspections, building permits, homeless coordination / assistance, and more.

    How about someone submit a FOIA to the McHenry County Board and Administration for any documentation they have about savings from entering “into an agreement with another Regional Office of Education to provide its services.”

    Since the proposed referendum question is, “Should the McHenry County Board pursue the elimination of the office of McHenry County Regional Superintendent of Schools, and enter into an agreement with another Regional Office of Education to provide its services?”

    Show us the money.

    Then Ms. Schermerhorn, the McHenry County ROE Supt, and the local school districts can provide the voters some feedback on the estimated savings and changes in service delivery.

    Did anyone at the County bother to speak to each of the school districts and obtain their feedback about this proposal?

    If so, where is that feedback?

    But my sense is that many or all of these administrative functions can be absorbed by the computer program which runs these functions elsewhere.

    And then there’s that pension we’ll be footing while she suns herself like a basilisk lizard in Phoenix.

  13. Both Franks and Schermerhorn represent big, fat bloated government who can’t justify their continued supping at the taxpayers’ trough.

    They both need to go, and their pensions, too.

    If Franks can’t get his patronage pup in, he wants to abolish the do-nothing office.

    Let him.

    Then there won’t be one less pension hog, one less bureaucrat, one less sinecure to hand out out.
