Michael Rein Comments on Jack Franks’ Initiative to Abolish Elected Coroner’s Office

From Dr. Michael Rein, candidate for the Republian nomination for Coroner, at last night’s McHenry County Board meeting:

I am here tonight in regards to the Resolution to Eliminate the Coroners office by binding resolution.

Let me make my position clear, I am against this Resolution.

Why you might ask?

A few reasons.

The NWH and John Syf just did a article on Transparency.

This couldn’t be anymore true in this case.

I have not seen any serious detailed plan on what the Coroners office would look like if this Resolution did pass.

Can any of you County Board Members tell me or any constituent exactly what the Coroners office would look like?

Can you be positive, when you walk out these doors tonight you can tell your constituents what and how the Coroners office would be?

If you can’t, then why would anyone vote for this?

Is this how Transparency works in our Government?

Are you going to pass something without even knowing what the
Coroners office may operate by?

How are the voters suppose to be informed when you can’t even tell them yourselves?

This Referendum is not the same as the Recorders office being combined with the County Clerk’s office!

The Chairman is comparing apples and oranges.

The Coroners office deals with death that could lead to criminal investigations or vice versa.

This is why separation of powers is imperative so outside influences will and could have no influences over an appointed Coroners position.

The Recorder was also combined with another elected office that the voters can choose to vote out if they so choose.

The Coroners office is a separation of powers from the States Attorney’s and the Sheriff’s or Law Enforcement.

Just like we have the 3 branches of government at the federal level we
have the 3 levels of separation in regards to the death of someone.

In any event be it be a natural death or an unnatural death the Coroner has the responsibility to determine, independent of the other offices, the cause and manner of death.

They must remain impartial with no pressure from any outside influences.

Each Elected office has there own specific duties during all causes of death.

However during an unnatural death case Law Enforcement may determine if there was a crime.

The States Attorney may determine if prosecution is warranted.

Each providing a specific role in an unnatural death case.

If one of those roles can be influenced by any outside influences, even remotely, these separation of powers fail to work as constructed.

The Chairman says that the way the Coroners office is decided on is archaic.

I wonder if the Chairman feels that way about our Constitution that is 229 years old?

Understand that the same voters also vote for the States Attorney, the Sheriff, the Treasurer, the County Clerk, the Circuit Clerk, the Auditor, all County Board Members and even the County Chairman.

I have more faith in our voters to elect the Coroner than to place that decision in the hands of just a few.

  2. Of course Kenneally is for the added patronage jobs under his thumb if voters pass the referendum.

    Oh wait, will his office get the work of coroner?

    Or will it be Primm hading out more patronage jobs?

    Or maybe Franks?

    We don’t know because there is no plan is the coroner’s office is abolished!

  3. For anyone attending last night’s County board meeting, it was obvious that the Michael Rein was very clear and accurate about the ramifications of the proposed resolution.

    It was also very clear as the meeting progressed, Frank’s did not like public comment, whether from coroners from other counties, members of the public and certain County Board members.

    It is disgusting that certain County Board Members still default on their duty to represent the People.

    The chairman rants about transparency; yes, we can see through these outbursts.

    It is quite obvious that including an invocation is politicking and disingenuous to the clergy who have appeared before the board.

    If you will notice that there was a Freudian slip when the chair introduced the pastor from the “First Congressional Church of Crystal- Lake” which tells you where his mind is.

    If there is such a church in Crystal Lake, rather than the “First Congregational Church”, I stand corrected.

    There is no pension with being the Coroner because the County Board voted to eliminate any newly elected persons pension at the County level.

    Instead they will get money put into a 401k style program.

    So if it went to an appointed position they would end up with IMRF pension benefits!

    And tell me what is Democrat Jack Franks pulling in with his $56,000+ pension for being a State Rep that he barely put in the pension plan and believe it is only 15% funded.

    Who is on the hook for that is the taxpayers!

    And he pulls in another $84,000 including benefits which takes his salary/benefits over $150,000 of the taxpayer money!

    How often is Jack Franks in the office or any of his patronage hires?

    Who knows but what I hear Jack Franks is constantly MIA at the County Building.

    Everyone complains about Gasser not at his job which I don’t know is true or not but anyone say how often Franks is around?

    Seems highly suspicious and untrustworthy to me.

    What experience does a chiropractor have with death and the dying?

    Just looking for a cushy government job wherever he can and we see right through it…

  8. Rein former county board member until he lost to Carlos Acosta. Mayoral candidate losing to Sager. Now, as if he is trying to single handedly turn county blue, is running for coroner. Amazing how he is so qualified to do so many different government jobs. I’m sure the free health insurance as county board member, his being buddies with a number of influential people in Republican party, and 90,000 salary as coroner have nothing to do with his decision to enter public service. He just wants to help us and the community.

    I’m sure also as a partisan coroner endorsed by tirio, prim, kenneally,thorsen, Wilcox wheeler, teresi, he could not in anyway be swayed. Just like Lans couldn’t be swayed by Nygren and Majeeski couldn’t be swayed by Bianchi.

    Ah yes, the inviolate coroners office, inhabited by Republican insiders for last 30 years. Of course Mike, getting rid of this office is like doing away with a branch of our federal government. Absolute tyranny and an affront to our very democracy. Might as well raise King George from the dead and have him preside over demise of this office that is the heartbeat of our very democracy.

    Problem with guys like Rein and his political buddies is that they are for smaller government and against insiders politics or installing friends in lesser elected positions so long they’re not the ones doing it.

    I won’t hire my wife, but I will install her as secretary of the Republican party. We need to vote out the unqualified old guard who got jobs through patronage,but endorse my chiropractor friend for coroner.

    Interesting that Mike has “full faith” in voters to elect competent coroner, but no faith in voters to determine whether they wish to maintain office.

    By the way, the whole “can’t do it because no perfect plan in place” argument sounds eerily similar to township goons trying to keep their little scam afloat.

    I guaranteeeeeee that once Rein loses primary to that nice lady and there’s nothing in it for him, his principled fight to maintain sacrosanct coroners office abruptly ends.

  9. If you live in District 1 (Cary, FRG, Alg easter LITJ) or District 5 (Wdstk, Bull Valley, Huntley, western LITH), you could run a write-in campaign for the GOP nomination.

    In District 5 you would be up against Democrat Paula Yensen, who has been beated before. In District 1, the Demcorat who will be on the ballot is a non-insumbent.

    To get on the ballot one will need about 60 write-in votes and one must register one’s write-in candidacy with teh County Clrk bym January 16th.

    In my humble opinion that’s the joke of the day and an oxymoron.

    Hilarious when someone demands something like ‘ transparency ‘ from others but doesn’t have the same standard for the organization he is employed at.
