Property Tax Relief Task Force Has Draft Recommendations To Gut the Tax Cap

Recommendations in the draft report about the Property Tax Cap (which it gives the technocrats’ term, PTELL) would largely destroy its effect.

Here’s what it says:

Read the first recommendation of the subcommittee:

Note that the subcommittee recommends “allowing ‘recapture,’ but only “consider[ing] allowing voter referendum to lower taxes.”

The first recommendation of the Tax Cap Subcommittee is basically calling for a repeal of tax relief gained by property owners in years past since Govenor Jim Edgar passed the Property Tax Cap in 1991.

Incredible for a task force supposedly dedicated to real estate tax relief.

But, perfectly understandable, if one understands that a very large proportion of legislators represent local government (including school districts).

Now read the final recommendations of the committee.

Leave it up to local governments to cut real estate taxes.

Really?

Looking at the witnesses the subcommittee heard helps explain the negative recommendations about the Tax Cap:

All these organizations opposed original passage of the Property Tax Cap.

All are taxeaters, as State Rep. C.L. McCormick so wonderously coined the phrase in the early 1970’s.

    Who knew you were so opposed to local control?

  2. Cheerleaders, as Steve Willson would put it, control most local governemnts.

    They think their government is the most important and, therefore, deserve more money.

    The Tax Cap push came out of Republican DuPage County, where local officials passed all sorts of non-referendum bonds, e.g., water, airport.

    That spurred Jim Edgar to pass the Tax Cap.

    Local control, which we now have, has led to property tax rates maintaining between 4% and 5% of fair-market-value for a decade in Woodstock Illinois.

    Local control is what Bell California had until A Bigger Bully (Federal authorities) came to save local taxpayers from nuclear-level-destructive ‘local control’.

    When Local Control is known to be Malignant Narcissists or Predatory Sociopaths gaming the system which they crafted to enrich themselves at non-political-class-taxpayers’ expense, contrary to intent of tax law, Local Control must have some form of checks and balances.

    When States Attorney is unwilling, for whatever reason , to enforce the law on a non-selective basis, we can assume that Local Control is firmly in the grasp of Malignant Narcissists and Predatory Sociopaths.

    Therefore, local taxpayers who are struggling for survival are quite right to seek the only possible lifeline available:

    A Bigger Bully: Federal Intervention.
