There are a number of Democrats on the national scene that want to eliminate punishment for distribution and/or use of illegal drugs. They are nuts.
Other proposed crazy policies by Democrats, including those running for president want the U.S. to have open borders, free government paid-for health care for all illegal aliens, abolishment of ICE and citizenship for illegal aliens that have been in our Nation for years.
The Democrat Party if given free rein in coming years, namely control of the U.S. House, Senate and presidency, would destroy our nation.
Trust no Democrat. Vote for anyone but a Democrat.
Interestingly, the bill isn’t about criminalizing usage of the drug, rather it’s about making production of the drug illegal, which makes Casten’s comments completely off target.

I read S. 3201 before I commented, but focused on the sections on “study and report”.
Because of your comment, I went back and re-read the bill and now I see that it continues to define fentanyl as a controlled substance, and therefore a crime to possess.
