As H.R. 6800 is dead on arrival in the Senate, Casten and Underwood vote to pass Speaker Pelosi’s $3 trillion anyway
By a nearly all Democrat affirmative vote, the House passed the massive $3 trillion 1,815 pages HEROES (Health and Economic Recovery Omnibus Emergency Solutions) Act Friday night. The vote was 208-199, with one Republican joining the Democrats’ approval, and 14 Democrats voting with the Republicans against it:
As is normal for McHenry County’s congressional representatives, Congressman Sean Casten and Congresswoman Lauren Underwood voted with Speaker Pelosi for this legislation. Their respective press releases can be accessed:

Given the entire partisan tone of the legislation and while the media has thus far ignored, California-style elections, including the mandate for all election authorities for the November 2020 election to mail out Vote-by-Mail (VBM) ballots to all registered voters, without an application required under Illinois law, is included.
In addition to unsolicited VBM ballots being mailed, the legislation includes a provision for “Ballot Harvesting”. The specifics will be covered in a future article as the provision is on pages 1,469 and 1,470 of the legislation.

As stated in the title, this bill is dead on arrival in the Senate, and it is anticipated much of the provisions not dealing with the pandemic in this legislation will be dropped. What will happen to the Elections provisions for November elections will be determined.
