    How about: Jack Franks just told me to stop it bc things might get out of hand with ordinary citizens angry at ‘nothing being done to stop local crime.”

    Living here 45 yrs, I can say that.

  3. The responsibility to create a police call is on the officer, or chief of police.

    If a police officer finds a crime on their own, without being called to it, they ask a dispatcher to make a record of it.

    So if Smith is asking them to look into crimes, its the officers responsibility to get a record created.

    If a citizen sees a cop and tells them about a crime, does the cop say “you have to call dispatch or 911”?

    No, they go help the person or investigate the crime and call into the dispatch people themselves.

    If the police Chief knew it wasn’t happening he should have directed his officers to do it.

    The sheriff only cares because less records means less money for his dispatchers.
