Patrick Henry, a founding father and anti-federalist, was against the Constitution and did not attend the convention, which was a federal power grab compared to the Articles of Confederation.
On the Constitution, Henry famously declared, “I smell a rat.”
The “quote” by Henry on that shirt may not even be his words.
But, yes, that’s what constitutions do.
They are literally rules for the people who govern us.
Even a monarchy could be restrained by a constitution which is called constitutional monarchy and is different than absolute monarchy.
