The days of a separate Highway Department tax district are ending because of the passage of a referendum in the Northwest suburbs yesterday.

    This seems to be where most of the malfeasance lies.

  3. Is a elected Highway Commissioner position compared to hiring a person to run the highway dept any different than a elected coroner or hiring a person to run that department?

    There is value and drawbacks to both types of organizations.
