When the in-person Election Day votes were added to those cast early and by mail, Republican challenge Mike Buehler beat the previously invincible Jack Franks by a bit over 53% to 47%.
Few thought an unknown businessman could beat the nine-term State Representative who left the State House to run for County Board Chairman in 2016.
But Buehler was a tenacious campaigner and Franks, having over $550,000 available, decided not to spend much of it.
He had no mailings, just internet ads, robo-calls, Facebook entries, the posting of old yard signs (not necessarily with permission) and some distribution of negative literature (although that may have been from anonymous allies, because the distributor was not identified).
Buehler used Facebook, mailings, radio ads, signs, a few small billboards and lots of door-to-door activity.
Franks was dogged by publicity about the Illinois State Police having investigated him, as the Chicago Sun-Times put it,
Illinois State Police executed a search warrant Wednesday at Illinois House Speaker Mike Madigan’s Capitol offices as they investigate allegations of wrongdoing, including sexual misconduct and stalking, against Jack Franks, a former state representative who now serves as McHenry County Board chairman. […]
The search warrant — obtained by the Chicago Sun-Times via a Freedom of Information Act request — says Illinois State Police justified the search because “probable cause exists for the crimes of
- criminal sexual abuse,
- criminal sexual assault,
- official misconduct,
- stalking and aggravated battery.”
Police requested personnel, human resources or other files “containing information related to allegations of wrongdoing or misconduct by former Illinois State Representative Jack D. Franks.”
Franks’ rejection included the area around his hometown of Marengo in the southwest corner of McHenry County.

In one report they were each told “twice”.
