Winnebago County Voters Seem to Have Rejected Changing to a County Executive Form of Government

The same kind of referendum that then-State Rep. Jack Franks put on the ballot in McHenry County seems to have gone down to defeat in Winnebago County.

With all but one precinct reporting, the Rockford Register-Star reports:

About 52% of voters rejected the change, totaling 54,547 votes to 49,947 in favor, according to unofficial results. There are still thousands of mail-in ballots that could trickle in to election offices in the coming days.

In 2012’s County Executive referendum 64.38% voted in opposition at the November General Election.

Subsequently, Franks convinced the County Board to put a countywide elected Chairman on the ballot and it passed.

Then, four years ago he defeated Mike Walkup for the post and has acted like he was a County Executive.

His assumption of powers not granted by state statute is one of the reasons he lost to Mike Buehler this year.

  1. What system do we now have and how does it differ from the executive form?

    Do you think the line item veto is good?

    Does a county have to be an executive form of government to have line item veto?

    They’re smarter than giving all power to one person and rendering their district representation impotent!

    Correcting, you don’t want a county board chairman being the Governor of the county with line item veto power for reasons stated above.
