Instead, he argued the function of recording should be put under the elected County Clerk.
It was not an original idea; several mid-state counties had merged the two offices before.
But Tirio did bring the idea to the Chicago-Rockford part of the state.
Winnebago like the idea of saving the salary of the Recorder, putting the question on the fall ballot, where it received 73% of the vote.
Lake County held a similar referendum and it passed by 68%-32%.
