Steve Reick Offers Five Bills for Consideration

State Rep. Steve Reick has introduced five bills this year.

House Bill 185, which would allow the City of Woodstock quick take condemnation power to acquire land for a roundabout southeast of the Square, has already been discussed.

House Bill 622 is aimed at unfunded mandates imposed by the Illinois State Board of Education:

Amends the Illinois Administrative Procedure Act.

Provides that for each rule proposed to be adopted by the State Board of Education impacting the operations of any school district, any interested person may request the Joint Committee on Administrative Rules [J-CAR] to determine whether the proposed rule is a State mandate.

Provides that if the Joint Committee determines that the proposed rule is a State mandate, then the running of all periods under the Illinois Administrative Procedure Act shall be tolled, and no Certificate of No Objection may be issued for the rule, until the rule has been approved by a joint resolution of the General Assembly. Effective immediately.

Reick serves on J-CAR and is fighting a rule to impose “culturally responsive” curriculum on all schools. That effort has led to national praise.

His third bill is House Bill 622.

Reick apparently has the strange belief that legislators should be able to read and consider appropriations bills before they are voted upon.

Here is is his proposal:

Creates the 72-Hour Budget Review Act.

Sets forth time requirements for which certain appropriation or revenue legislation must be made publicly available before passage.

Provides that the time requirements may be waived by an affirmative two-thirds vote of the full committee or house considering the legislation. Effective immediately.

The fourth piece of legislation is House Bill 630:

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois, the Illinois Income Tax Act, and the Economic Development for a Growing Economy Tax Credit Act.

Provides that the Department of Commerce and Economic Opportunity, in cooperation with the Department of Revenue, may adopt rules to identify and allow for the extension of credits under the Economic Development for a Growing Economy Tax Credit Act that are set to expire during a tax year during which there is a statewide COVID-19 public health emergency as evidenced by an effective disaster declaration of the Governor covering all counties.

Reick re-introduced his proposal to have McHenry County government take over the job of the Department of Children and Family Services. It was stimulated by the tragic failure of a state-run DCFS to prevent the murder of AJ Freund by his parents.

Its new number is House Bill 634.

Creates the McHenry County Children and Family Services Agency Division in the Counties Code (which may be referred to as AJ’s Law).

Establishes a county children and family services agency in McHenry County for a 5-year period to replace the operations of the Department of Children and Family Services within that county.

Provides that the McHenry County children and family services agency shall have all powers and duties of the Department under the Children and Family Services Act and the Abused and Neglected Child Reporting Act.

Provides for the appointment of an executive director and employment of employees. Provides for requirements for operation of the county children and family services agency, including unit-based multidisciplinary teams.

Provides for State funding of the agency after submission of a budget to the Department each year. Provides for transfer of power and duties back to the Department should the county children and family services agency cease operators after the initial 5-year period. Effective immediately.

    We can do better than DUI Reick.

    He continues to bring shame to his family, shame to the District and shame to the party.

  4. I am pretty sure people specifically asked Lauf to run against Reick in 2020…

    Everybody knows people were upset with Reick and wanted someone to primary him.

    Nobody did.

    The DUI loses weight since Reick has already been re-elected after that happened and everybody knew about it.

    If if were that big a deal, why didn’t she run against him last year?

    And that’s probably the third or fourth time James has mentioned Lauf running against Reick.

    If I were Cal or John, I’d send Lauf an email to find out if there is any truth to that claim.
