Residents theoretically have $799M more to spend on other things rather than piss it away gambling.
Illinois Pols will take that deficit and spend it regardless and then, since there will be more opportunities to gamble in 2021 ignore the loss from last year and project a 90% increase in gambling this year and “budget” accordingly e.g as if the 2021 take will be $2.57B.
You just have to understand the math.

Senator Ron Johnson of Wisconsin was going to ask that the entire 591 page bill be read aloud which would take about 10 hours.
The majority of proposed dollars in the Bill has nothing to do with the Covid Chinese Virus.
