Governor signs bill to decriminalize intentional transmission of HIV
Intentionally infecting someone with HIV will no longer specifically be a crime under Illinois law.
This is after Gov. JB Pritzker signed legislation into law (House Bill 1063) that eliminates the crime of intentional transmission of HIV.
Under previous law, if someone had HIV and
- engaged in sexual activity with another individual without protection,
- donated their blood, or
- supplied drug paraphernalia to another person,
they would have been guilty of a Class 2 felony that carried a potential penalty of 3 to 7 years in prison.
To be charged with the crime, the individual had to have known that they were infected with HIV.
I voted against the legislation and believe it is clearly a dangerous precedent to remove criminal penalties for someone who purposely infects someone with HIV.

I helped draft this law at the direction of State Rep. Penny Pullen.
It was litigated to the Illinois Supreme Court and found constitutional.

“The Chicago Sun-Times reported that Pritzker had purposefully directed a mansion that he’d purchased next door to his multi-million-dollar home to become uninhabitable by removing the toilets from the residence. He then appealed his original property tax assessment,[130] claiming that the newly built residential property was thus “uninhabitable”; the Cook County assessor reduced the home’s value from $6.25 million to about $1.1 million, which granted Pritzker an 83% property tax reduction, equal to about $230,000 per annum.[131] Federal prosecutors are investigating the matter.[132]”

Sorry to tell you this but HIV was ALSO a hoax. NO such thing. You can only get what they call AIDS by injection. Don’t take ANY of their fake injections for ANYTHING!

KNOWINGLY is a huge hurdle for an element of an offense.
