Donna Kurtz Answers ALAW’s McHenry County Board Questionnaire

ALAW County Board Candidates Survey: 2012 Primary Election

A. Land Use

1. Do you agree that new development should be located where infrastructure exists, to minimize the extension of new roads, utilities and services, and protect farmland and water recharge areas? Yes

2. If elected, will you support permanent protection of agricultural land and the agricultural industry in the County? Yes

3. Do you agree or disagree that new rural development costs more for the extension of infrastructure (roads, water, sewer and services) than it brings to the County in taxes and that those extra costs are passed on to the existing taxpayers? Yes

B. Water Resources

1. Would you oppose any land use change that would exceed a locally recharged aquifer’s capacity? Yes

2. If elected will you enforce use of the SARA – Sensitive Aquifer Recharge Areas map developed by the County Water Resources Department, as a determining factor in every land use change decision? Yes

3. Do you support redistributing groundwater from water-rich areas to areas that have over drawn their groundwater? (Ideally municipalities should manage their own wells so redistribution should never happen.) As a last resort

4. In your opinion, will McHenry County be able to get Lake Michigan water? No

C. The Role of County Government

1. Should the county provide support services to municipal governments, for example issuing and enforcing municipal building permits, administering and enforcing the Storm Water ordinance? No

2. Do you support a county housing program where the county purchases, constructs, remodels, rents, sells homes throughout the county and in municipalities? (People like the HUD and Ill) No (but it exists!)

3. Do you support a county bus program, where the county takes over responsibility for established service between select cities and townships? No (but it exists!)

4. Should the county health department report to the county board as opposed to an independent board of directors? (Actually, having Health Dept report into the County Administrator would provide more accountability while minimizing political meddling. It is important that the Health Department have balance in addressing public health issues and in being accountability to the public.) No.

5. Do you think county government should increase expenditures and the scope of its activities, which will increase taxes to its residents? NO!!!

D. Transparency and Commitment

1. County board records indicate that the average number of meetings necessary for attendance by a County Board Member is 8. This includes two full board meetings a month and two meetings a month for each committee (generally three) the member is assigned. Are you able and willing to make the commitment to represent your constituents to this extent? Yes, I do that & then some!

2. During the last primary election 32 candidates for county offices voluntarily filled out the ALAW initiated Statement of Economic Interests BEFORE the election. This form is now required once you are elected, but we need to know before we elect you. Will you follow suit and file yours with us now? (Form attached with mailing instructions.) Yes

3. Do you agree that all scheduled county meeting agendas and minutes, including committee and sub-committees, should be posted on the County web site? Yes!

4. Would you have voted to raise the county board members salaries? I was not happy about the choices we faced. However, actions initiated by the previous board led to a two-tier pay level and provided automatic CPI increases. The automatic increases have been eliminated as have the two-tier pay levels. Yes

5. Would you have voted to increase the real estate tax levy by 1.5% thus increasing the amount of real estate tax collected by the county by $1.1 ml.? Given that government still faces increases that it cannot control, i.e. inflation and union pay raises, etc., County would be using “credit card” budgeting, since strategic and substantial budget cuts (of more than $1.5 Million) could have been agreed upon in the months, or even weeks before the tax levy vote. 1.If you are elected to serve the residents of McHenry County, what external state and local agencies do you think are important for the county to liaison with and how would you make sure that information is flowing both ways with that agency? If you are currently serving and are an appointed liaison, please tell us what agency you are assigned and how you accomplish effective two-way communication. (50 words)

Liaisons should be trained to set expectations regarding their role, and in communicating County expectations of a commission/agency. For example, as a Housing Authority liaison I have communicated how I update my committee on their activities, my availability to facilitate County resources, and my advice regarding upcoming board concerns or direction.

2.By protecting agricultural lands and soil resources, groundwater and its natural recharge can also be protected. What will you do to provide that protection? (50 words)

Conditional use permits must be used as the exception, rather than the rule. Rather, zoning requirements established in the UDO should provide direction so conditional use is not the preferred approach for most zoning situations. Secondly, new development should be limited to contiguous development to interface with existing infrastructure. Spot development must end!

3.Most municipalities in the county have their own economic development commissions or committees. Economic development has to occur where there is existing infrastructure. The county funds the private McHenry County Economic Development Corporation ($635,985. for the 2009-2012 term) to create development in the county outside of municipalities. Is this a good investment of taxpayer money? (50 words)

Our EDC has provided many good learning and social venues to promote business growth, as well as providing data and outreach to various industries and businesses in our county. However, promoting development in unincorporated areas is counter to sound groundwater protection practices if not implemented properly. Further discussion if needed.

4.Do you think Fleming Road, Alden Road and other county roads that do not serve highly developed commercial areas, need to be widened and “improved” at this time? (50 words)

McDOT must stop developing transportation solutions for future need projections that may or may not happen materialize. Infrastructure exceeding existing road footprint such as Alden or Fleming, or traffic signal placement at Fleming & Route 120 is frighteningly wasteful and intrudes unnecessarily on neighbors and travelers alike.

5.What weight should you as a county board member give the opinions of citizens affected by zoning decisions, special use permits and road projects? (50 words)

Concerns of municipalities, townships, or villages; as well as local neighbors must always be a high priority. My philosophy is to look toward those who already reside in an area and to place special priority on their input, well-being, and property value. Their input should be respected and valued.

6.What in your background qualifies you to serve the public as a county board representative and what do you intend to accomplish if elected to the County Board. You may also use this space to provide additional information regarding any of the “yes / no” answers given above. (100 words)

In completing my first year on the County Board I have brought a fresh, financially oriented perspective. My professional experience in information technology and management has helped me to assess and recommend business-based solutions to address County government organizational issues, financial / budgeting concerns, and technology implementations. Secondly, I always place the interests of my constituents first and can be trusted to make decisions that are balanced and thoughtfully considered. Thirdly, I support a democratic-based decision making process from a diversity of opinions so that the best solutions can be developed and implemented.

The Alliance for Land, Agriculture and Water has issued its recommendations for the McHenry County Board.  McHenry County Blog is in the process of publishing all of the candidate questionnaires that were turned in.  Not all candidates chose to do so.  The ALAW press release follows:

Each of these candidates has expressed an understanding of the impact of land use decisions and transparency on the preservation of land, agricultural and water resources. The Alliance for Land, Agriculture and Water was formed in 2006 as a response to citizen concerns with the proposed 2020 McHenry County Land Use Plan.

Since then, ALAW has continued to advocate for preservation of open space, agricultural lands and water resources through many programs including

  • the campaign for the Kishwaukee Valley Water Authority,
  • the Addendum to the Economic Interest Statement for county officials,
  • participation in the county’s 2030 Land Use Planning process, and
  • a Candidates Survey to identify and recommend environmentally aware candidates at each county election.

I have always been an advocate of two-way communication. It is especially important in harsh economic time that we work even harder at promoting constructive communication. I was particularly encouraged when I attended the “Helping People Forum” recently. These are the kinds of services that I will help promote.

We should continue to enact and enforce regulations that promote soil and water conservation like the McHenry County Groundwater Resources Management Plan and our McHenry County Stormwater Management Ordinance both of which I support.

Yes, I support the McHenry County EDC because it promotes a strong business climate and encourages new jobs for the people of McHenry County. “Its mission is to encourage and develop the economic health of McHenry County, Illinois through the retention, expansion and attraction of commerce and industry which is conducive to an optimal quality of life for its citizens.”

4. Do you think Fleming Road, Alden Road and other county roads that do not serve highly developed commercial areas, need to be widened and “improved” at this time? (50 words)

I feel that it is very important for us to protect and preserve our heritage for future generations to also enjoy. I have no problem with resurfacing projects that stay within the roads current footprint. I think the people have spoken on this issue. NO!

5. What weight should you as a county board member give the opinions of citizens affected by zoning decisions, special use permits and road projects? (50 words)

I believe the citizens should be allowed the opportunity and the time to review any key project that borders them, is funded by them and is affecting them by the decision. It is important to allow our citizens the chance to provide their feedback and we should listen.

6. What in your background qualifies you to serve the public as a county board representative and what do you intend to accomplish if elected to the County Board. You may also use this space to provide additional information regarding any of the “yes / no” answers given above. (100 words)

I will bring over forty years of experience in business dealing with issues, making correct critical decisions. I have always been an excellent communicator, a good listener and a person who respects the rights of others.

I am a conservative who applies what has learned over the years, to make the right choices. I am active member of the community, supporter of my church and servant of my God. I try to do the right thing to protect my environment and have taken an active role as a member of the McHenry County Defenders.

I have served as a liaison throughout my professional career. I have strong communication skills as well as team building experience. I help where it is needed and take on the leadership role as needed.

(50 words) I will work with your organization to gain a better knowledge of what I need to do to help as well as support the needs of our county.

I believe it is, based on the information I’ve acquired as well as speaking with MCEDC members, we need to improve communication as well as educate citizen’s in utilizing the training programs offered by MCEDC in order to fill open positions.

I think that is a decision/vote that needs to be determined by the residents of the area. I support making improvements to ensure road safety.

First and foremost communicate with them in order to understand what are the needs and how will it impact the area.

First and foremost, I listen to people. I believe communication is key in order to complete tasks effectively as well as efficiently. I’m not afraid to ask questions. I use my common sense, to simplify agenda’s to ensure it will be easily understood by all.

My experience in Contracting, Negotiating, Establishing Budgets, Managerial and Organizational skills can be utilized to serve the county effectively. I am a life long resident of McHenry County, and I will put my best efforts forward to maintain the integrity of District 4 and the entire county. As an elected County Board Member, I will maintain an open door policy as well as continue my strong connection within the communities.

Every Board Member is a liaison to the people and employees of the County though community events, clubs, churches, chambers, mayors and trustees.

Support and enforce County laws to that provide that protection. Example, Storm Water Control Ordinances.

It’s important for Communities to grow in the County. What’s key to that growth is control, so yes the EDC plays a roll in that process. Not sure-about the dollars.

I believe the road can be improved or rebuild within the same foot print as it exist today. This is not a primary thoroughfare in the County.

5. What weight should you as a county board member give the opinions of citizens affected by zoning decisions, special use permits and road projects? (50 words)

I believe the citizens of the immediate area should be heard, the County Staff should provide facts and the Board Member should vote with the whole- County in mind.

6. What in your background qualifies you to serve the public as a county board representative and what do you intend to accomplish if elected to the County Board. You may also use this space to provide additional information regarding any of the-”yes I no” answers given above. (100 words)

I come to the County Board with 23 years of Village government in hand. I was the Director of Building, Planning and Zoning in the Village of Cary. I worked there to support the residents of Cary developing and changing ordinance to make-Cary a better place-to-live a raise a family. 1′m definitely for lower taxes and a strong control of the environment.

Currently I am the liaison for the Illinois Extension Service. Two way communication is achieved by my diligent attendance at meetings and events, and networking with Board members, and members of the Extension Service. It is also important for the County to liaison with CMAP.

2. By protecting agricultural lands and soil resources, groundwater and its natural recharge can also be protected. What will you do to provide that protection? (50 words)

It is imperative that we preserve our prime farmland for its economic benefits and for its use as water recharge areas. The county should not only continue to dedicate funds to studying and implementing policies that protect our groundwater, but reach out to our residents and educate them on the importance of preserving our finite supply of groundwater.

3. Most municipalities in the county have their own economic development commissions or committees. Economic development has to occur where there is existing infrastructure. The county funds the private McHenry County Economic Development Corporation ($635,985. for the 2009-2012 term) to create development in the county outside of municipalities. Is this a good investment of taxpayer money? (50 words)

The function of the MCEDC is to preserve and create economic opportunities throughout McHenry County including the County’s municipalities. Given the current economic environment, the MCEDC is a good investment of taxpayer money since it acts as a catalyst for job creation.

In 2010 I found this palm card of John Jung on a mailbox next to the proposed Sports Complex. He voted against allowing stimulus money to finance it, while two opponents, Jim Kennedy and Tina Hill, voted for it. Jung defeated Kennedy and ran ahead of Hill.

No, I do not unless improvement means re-paving or re-surfacing in the existing footprint.

I think it is critical that the county board listens to the opinions of its citizens concerning issues that directly affect them. In fact, the Daily Herald has said that I’m a strong advocate for my constituents.

My experience as a business owner provides me with a strong understanding of the importance of sound fiscal policies and responsibility. It has also taught me to make tough decisions. As Chairman of the County’s Human Resource Committee, it was my ability to make these types of decisions that resulted in the institution of policies and procedures that strengthened the county’s fiscal position and improved employee morale and productivity. My reputation for honesty and integrity is evidenced through my efforts on the County Board. I firmly believe in service and doing what is right even when it is not politically popular or expedient.

State funded, planned, and promised transportation infrastructure is crucial to the viability of the county with regards to jobs and breaking the reliance on property taxes to support county funded services. Accordingly I see the need for greater action on the part of IDOT within our county.

Active means of protection, such as reducing the practice of drawing water from deep municipal wells and discharging to rivers and streams, need to be explored. More needs to be done to apply the water to the soil locally to allow it to recharge our aquifers.

Improve our access to the interstate highway system and the need for an EDC disappears. Concentrate high-density corporate development along the eastern and southern edges of the county and the threat to agricultural land to the west and north is reduced.

No, I do not support the adverse impacts on residential neighborhoods that widened existing roads yield. Instead I propose the McDOT develop a comprehensive transportation plan that avoids existing residential communities while providing safe and efficient capacity for the future.

A key aspect of being a county board representative is to actually represent the concerns of their constituency. I support a return to representative government and politicians being held accountable for their actions. Posting voting records on line should be required.

Having just completed 12 years representing the interests of McHenry County residents on the Board of Health, I would like to continue my service to my community on the County Board.

The circumstances and situations which County Board Members render decisions on are never clear cut, black and white issues. However, those decisions require consideration of the interests of the people represented along with a vision for establishing McHenry County as self reliant, able to provide homes, jobs, and recreation opportunities. These are the decisions I am prepared to make and this is the vision I have for McHenry County.

The County’s 2030 Land Use Plan states… orderly development should occur at, or with, municipal boundaries where the infrastructure and services are available to serve that development. To that end, I will work to see that the Zoning Ordinance update (UDO) is crafted to meet that goal.

Our Land Use Plan encourages jobs and industry to locate within, or adjacent to, existing communities. Therefore, funding to promote economic development rightfully belongs to those communities. Public input actually wants employment opportunities located within existing communities to help cover infrastructure costs and to lessen travel time for workers.

It was a family affair as Ersel Schuster, Diane Evertsen and husbands staffed a Marengo Expo booth.

No. We do not live in the country because we want 4 lane highways. We do not need anyone, or any board, arbitrarily deciding to change our way of life. Further, the county currently spends nearly all its transportation budget on the east side of the county “fixing” the traffic mess that has already been created.

5. What weight should you as a county board member give the opinions of citizens affected by zoning decisions, special use permits and road projects? (50 words)

Residents affected by someone else’s desire to change a community by the use of land… must be given top priority. From past experience, such “spot” zoning/land use changes are generally not appropriate, or compatible with rural areas.

Over the years I have demonstrated that I am not afraid to step up to the plate, being a “thorn-in-the-side” when it is necessary… and/or, when it may not be the politically correct thing to do. We need more county board member with this mindset. The experience I have gain in having held elected office, coupled with my background in business and accounting, are assets that have served me well on the county board.

It needs to be said that for the four years of this term I have opposed every tax increase on the taxpayers imposed by the County levy. I have suggested that raises to employees should follow the same plan as I suggest for the county board as follows:

I propose that any raise given to the County Board would be one-half percent less than the Social Security COLA. I believe that this would keep County Board Members aware of the financial circumstances of our citizens who rely on Social Security Benefits in our Community.

It also should be noted that county employees received a 3% increase. This includes our $150,000+ administrator and his $100,000+ a year helpers. This plan was facilitated by a smoke screen created around County Board Pay by many who work for other governmental agencies and government supported agencies, or have a spouse working for the county receiving full benefits and the 3% raise.

I have represented the people of McHenry County first in my 13 years as a County Board Member, and they have always been my primary consideration.

Most of all, my parents taught me right from wrong. As a County Board Member, I am credited for saving hundreds of thousands of dollars on the construction of the new Highway Department Building. I introduced the Whistleblower law to McHenry County and provided support for the new, more probing Economic Interest Statements.

Prior to serving on the County Board, I served as Treasurer of the Fire District, where I identified and recovered thousands of dollars.

For the past 13 years I have voted against the tax increase and the continued increase in bond indebtedness. I welcome being judged by my past performance in representing the people of McHenry County.

If you are elected to serve the residents of McHenry County, what external state and local agencies do you think are important for the county to liaison with and how would you make sure that information is flowing both ways with that agency? If you are currently serving and are an appointed liaison, please tell us what agency you are assigned and how you accomplish effective two-way communication. (50 words)

Michael Stanard not only designed the banners in Greenwood, but he was its managing partner of Galt Airport from 1999-2006.

I will champion the common sense causes of soil conservation, protection of ground water, preservation of farm lands as well as related environmental issues, including hydraulic fracking if that technology threatens McHenry County, I will cooperate with and / or engage every local, state and or federal agency that is in a position to influence the questionable proposals or actions of private enterprise or governmental bodies.

2. By protecting agricultural lands and soil resources, groundwater and its natural recharge can also be protected. What will you do to provide that protection? (50 words)

I will resist efforts that threaten these important matters and champion the cause for their protection through my understanding of the issue, language skills and ultimately the power of my vote.

3. Most municipalities in the county have their own economic development commissions or committees. Economic development has to occur where there is existing infrastructure. The county funds the private McHenry County Economic Development Corporation ($635,985. for the 2009-2012 term) to create development in the county outside of municipalities. Is this a good investment of taxpayer money? (50 words)

The MCEDC, as well intended as its board members and staff may be, has produced few, if any, specific measurable results. Therefore, the expenditure of $635,985, as well as the substantial amount of time invested, seems not to be a sensible use of taxpayers dollars or a worthwhile endeavor.

4. Do you think Fleming Road, Alden Road and other county roads that do not serve highly developed commercial areas, need to be widened and “improved” at this time? (50 words)

No.

5. What weight should you as a county board member give the opinions of citizens affected by zoning decisions, special use permits and road projects? (50 words)

Ronald Regan said, “Government is not the solution to our problems, government is the problem.” Of course, the County Board should listen to, respect and serve the citizens. Isn’t that the point of representative government?

6. What in your background qualifies you to serve the public as a county board representative and what do you intend to accomplish if elected to the County Board. You may also use this space to provide additional information regarding any of the “yes / no” answers given above. (100 words)

Background:My community involvement includes being

  • elected president of the Village of Greenwood, serving as
  • president of the Friends of the Opera House and as
  • a member of Chester Gould / Dick Tracy Museum board. In addition, I’ve served as
  • a member of the advisory board for Northern Illinois University’s College of Visual & Performing Arts. Served as
  • an adjunct professor, School of the Art Institute of Chicago. Currently
  • adjunct faculty member, Elgin Community College.

Accomplishments while serving as president of the Village of Greenwood include

  • the cost-effective restoration of the Village Hall with the support of volunteer trustees.
  • With the considerable support of trustee John Ferris, won $250,000 in grants allowing the badly needed repair of Wondermere Road.
  • Created ” Life in the Slow Lane” village banners.
  • Designed and launched the Village web site: www.villageofgreenwood.org.
  • Maintained and plowed village roads with an annual budget of under $40,000.
  • With the support of Joeleen Stanard, who served the Village as volunteer Treasurer, established a context of alignment and cooperation where animosity and friction had existed for years.

Self-made entrepreneur. Established marketing, advertising & design firm One Zero Charlie, in July of 1978. (In business 34 years.) The firm’s ward-winning work continues to be published in professional journals worldwide. One Zero Charlie serves local, regional, national and multinational accounts. I am an instrument rated, multi-engine pilot. We have traveled extensively throughout Europe, South America and Japan.

Goals: My goal is

  • to align with like-minded County Board members on several fronts including the reduction of real estate taxes.
  • I intend to create a demand for a reformed Sheriff’s Department,
  • an end to the Health Department’s over-zealous nit-picking and
  • to insist that the McHenry County Department of Transportation respect the wishes the citizens in matters such as those raised the by Alden and Fleming Road Alliances.

In brief, my goal is to remind those in government that their role is to serve the public, not the other way around.
