When I saw that Scott Summers had been picked by the Public Health & Human Services Committee, it struck me that the committee had picked a Democrat. (And, before that, a Green Party candidate for State Treasurer and Congress.)

Not only a Democrat, but one who had run unsuccessfully for County Board in District 6.

“Would District 6 Republicans want to give prominence to a potential future opponent?” I thought.

Then I learned that the runner-up was also a Democrat.

She is Lake in the Hills Village Trustee Denise Barreto.

She is the Democratic Party Precinct Committeeman in Grafton Township Precinct 18.

I don’t follow Lake in the Hills politics, so I can’t comment on Berreto’s oversight abilities.

From watching Scott Summers service on the McHenry County College Board, I know he can recognize a boondoggle when he sees one.

Not right away in the case of the minor league baseball stadium, but in time to stop the project dead in its tracks before local taxpayers were stuck with ultimate responsibility for repaying $25 million in borrowed money after the baseball team went belly up.

The MCC Board Establishment was so enraged at the switch in position in front of the Crystal Lake City Council by Summers, who was Board President, and Donna Kurtz that they voted to censure the two. Summers subsequently resigned as Board President and, a while later, from as a College Trustee.

Here the election results in District 6 last fall with only the few absentee ballots that trickled in after election day.

The four behind Summers have been most outspoken in their desire to see major reform of the 708 Board.

There is talk that the supporters of Barreto may try to defeat Summers’ nomination on the Board floor Tuesday night.

Fire Protection District Appointments on Tap

Joe Powalowski Resignation Opens Spot on Algonquin Township Board

If you live in Algonquin Township and would like to try to start a political career, there is a vacancy on the Algonquin Township Board.

Algonquin Township Trustee Joe Powalowski, who was the only Pro-Life Democrat ever to run against me in the 1990′s, has unexpected resigned with almost a year left on his term of office.

Powalowski is an appointed Republican Precinct Committeeman and served as a Cary Village Trustee prior to being elected to the Algonquin Township Trustee.

Three years ago, some Democrats challenged the Algonquin Township GOP candidates. The Republicans won.

While Powalowski ran last among the GOP Trustee candidates, he got 700 more votes than the nearest Democorat.

Township Supervisor Dianne Klemm is asking those who would like the seat to send resumes by April 30th.

They can be mailed to the township office (3702 U.S. Highway 14, Crystal Lake, IL 60014) or emailed to supervisor@algonquintownship.com.

Because Powalowski was elected as a Republican, only those with a GOP primary voting record can be considered.

Residence in the township is also a requirement.

Next February there will be a primary election to decide who will be on the Republican ticket for the April, 2013, general election.

Undersheriff Andy Zinke Announces Candidacy for Sheriff

I’d looked before for a campaign disclosure filing with the Illinois State Board of Elections, but there was nothing for Andy Zinke.  Today, while reading Gus Philpott’s Woodstock Advocate I learned that a D-1 was filed Monday.

It signifies that Zinke has raised more than $3,000.

Waiting for this image to upload, I looked at the percentage of hits on McHenry County Blog and found #2 (2% in this instance) to be those searching in vain for a person in the County Jail. Maybe a new Sheriff will create a way for those searching for people to find out if they are incarcerated in Woodstock.

At a Nunda Township Republican Central Committee meeting, Sheriff Keith Nygren and Andy Zinke were chatting up District County Board candidate Lyn Orphal.

I had looked earlier because the rumor mill said a member of the Sheriff’s Merit Commission appointed by Sheriff Keith Nygren was hosting a $250 a person fund raiser for Zinke.

Since the office of McHenry County Sheriff is not up until 2014, one might wonder what is going on.

Since before the 2010 election, the grapevine has been saying that Nygren does not intend to complete his term in office.

You know how local Republicans like to give the Establishment’s favorite a head start by appointing him or her to a vacancy.

Such vacancies can be filled by appointment of the County Board if a resignation comes less than 28 months before the next Sheriff takes office on December 1, 2012.

So under that scenario, a resignation by Nygren would have to come by next August.

If Nygren decides to leave office before then, there would be an election.

It could even be for a two-year term with the election being next year, if he retires early enough

If he resigned too late for a primary election to decide who would be on the fall ballot, then I believe the Republican Central Committee members would make the choice.

A Note from McHenry Grade School District 15 Board Applicant Erik Sivertsen

As you had reported on June 21st, Patrick Miller resigned from the District 15 Board of Education, with a note at the end of his resignation letter asking for the board to consider reappointing him to the vacancy.

The original deadline for resumes to be submitted was July 7th. A meeting was then held on July 12th, to appoint a replacement.

There were 2 people who submitted their resumes to be considered for the vacant position.

I was one of those two along with Mr. Miller.

The board decided to postpone their decision, until tomorrow night, August 2nd at 7:30pm, presumably due to a desire to get more than 2 people to submit their resumes.

They reopened the opportunity for those interested to submit resumes until July 28th.

In a phone call to the district office this past Friday, I was informed that there are a total of 4 people who have submitted their resumes and are being considered to fill this vacancy.

The idea that Mr. Miller might be reappointed to this position is very upsetting.

In his letter of resignation he used the term “oversight”, to explain his failing to submit his statement of economic interests.

Even if you assume that is was an oversight (regardless of the fact that he was sent 3 letters by the County Clerk, and probably reminded as he filed his statement of candidacy, as well as the numerous references to the required filing in Illinois candidate’s guide), a decision to reappoint him to this vacancy would be irresponsible to say the least.

To simply miss 3 letters requesting that you file an important document, should be enough that the board would no longer even consider him for the opening, but it seems that is not the case.

We need several concerned citizens to come out to this meeting and address the board on this issue.

We need to let the board members know that we don’t want Mr. Miller to be on the board if he is unable to respect the citizens of the district to meet the states minimal requirements.

While I am hopeful that I will be appointed to this position, I think the most important point here is that Mr. Miller cannot for the sake of the district be appointed.

If you would be kind enough to pass on this information, that would be great. Thank You for the great service that you do for the citizens of the county in keeping us informed of issues such as this.

Applications Being Accepted to Replace Mark Beaubien

If you live in the current 52nd state representative seat in which Mark Beaubien served and are interested in serving out the remainder of his term, applications will be taken by the three men who will make the choice.

They are

  • Lake County Republican Central Committee Chairman Bob Cook
  • McHenry County publican Central Committee Chairman Mike Tryon
  • Barrington Township Republican Committeeman Gene Dawson

On at least the Lake County and McHenry County GOP web sites a place will be found to make such an application.

The three will try to reach a consensus, according to Tryon, but in the event they cannot, the voting strength is such that Dawson will be the tie-breaker if Tryon and Cook disagree.

McHenry County has 45% of the fall ballots, which is what is used to apportion appointment power.  Lake County has 48%, while Barrington Township has the remaining 7%.

So, what are the Republican leaders looking for?

The law requires the person selected be in the current 52nd state rep. district.

If the person selected does not live in the new district, he or she must be willing to move there should they win the GOP primary next spring.

The ideal candidate will have a commitment to the Republican Party and “Republican movement,” Tryon told me.

The person must be able to raise money and fund campaigns.

The person must currently hold elective office, have done so in the past or “held community service positions equivalent to having held elective office,” again quoting the McHenry County Republican Chairman.

The person selected must successfully complete a background check.

Demonstration of an adequate knowledge of issues facing Illinois is required, as is the ability to communicate them.

Finally, the leaders seek an ability to work with legislators, community leaders and party officials.

Tryon noted that the new 52nd District in comprised of 60% McHenry County votes, 30% Lake County and the rest in Cook and Kane Counties.  He expects most of the growth in the next ten years to come from outside of McHenry County.

What Outraged Jack Franks So Much?

“Did you know that Representative Jack Franks asked Governor Blagojevich to give his wife, his father, and his brother government jobs?”

That’s the way a robo-call from Republican challenger John O’Neill began.

That revelation is likely what led Jack Franks’ supporter Gail Wood to file a legal complaint–in fact, a dirty trick–against the O’Neill campaign that cost the candidate a half day of campaigning yesterday.

Why do I say it was a dirty trick?

Gail Wood did not even show up for the hearing.  You can read about that here.

Snippets from Huntley School District 158’s Board Meeting

Below are four snippets from Huntley 158’s board meeting of March 4th. If you had taken the time to listen to or be at the board meeting, you would have heard the quotes below. (My apologies for any minor discrepancies.) Before each quote you see the context of what was being discussed.

1. After the board discussed the Middle School Handbook and how it had a homework policy in it for Huntley middle schools, Huntley High Principal Dave Johnson stepped up to the rostrum and commented on the absence of a homework policy in the high school handbook:

2. When the board was discussing whether further cuts should be planned for, Chief Financial Officer Mark Altmayer referred to $1.4 million by saying:

“It’s a lot of money, but it’s not that much money.”

3. When the board was discussing the appointment of a new board member to replace Shawn Green, who resigned at the end of the meeting, board member Donald Drzal commented on whether candidates should answer questions from board members at a public meeting:

“It’s not healthy to allow for a public Q & A.”

4. When Superintendent John Burkey’s proposed to have the last day of school for students be only two hours this year before a long weekend several board members balked, beginning with board member Aileen Seedorf questioning how this made a lot of sense.  After a lengthy discussion by the board Burkey offered this admission:

“I didn’t ask any parents about this.”

If administrators or board members were wondering at times about the audience reaction, these quotes might provide some hints.
