<p><strong>Dillard Endorses Brady for Governor<br />
Calls for Party to Unite Behind GOP Nominee</strong></p>
<p>(Chicago) – State Senator Kirk Dillard today threw his support behind State Senator Bill Brady in the race for Governor, saying it was “close,” but that Brady had won the Illinois Republican Primary. “I will help Senator Brady in any way I can to ensure the Republican Party wins back the Governor’s office in November,” Dillard said.</p>
<p>Dillard had waited until the Illinois State Board of Elections had reported the final totals in the February 2 Primary election had been counted before conceding because of the narrow margin of Brady’s lead. “It was a hard-fought race, and it was close: less than .0002 of a percent,” said Dillard. “But it is now clear to me that my friend and colleague Bill Brady has won the Illinois Republican Primary for Governor.”</p>
<p>Dillard went on to stress why he will aggressively campaign on Brady’s behalf. “As I’ve said countless times during the campaign, Illinois is a state in crisis. Pat Quinn cannot lead, and shows no urgency in putting people back to work.”</p>
<p>The State Senator from Hinsdale also thanked former Governor Jim Edgar for his support and the hundreds of volunteers and thousands of supporters who backed his campaign during these last seven months. “I call on my supporters and the supporters of the other Republican candidates to join me in supporting Senator Bill Brady,” Dillard said.</p>
<p>Dillard also said he would continue to work hard as a state senator for the people of his district and all of Illinois. “I will continue to fight for the Republican principles of Abraham Lincoln and Ronald Reagan. I will continue to fight for a balanced budget and new jobs. And I will continue to fight for a state government that works for the people, not the politicians.”</p>
<p>Dillard announced his candidacy on July 7, 2009. He said he would make Illinois a “Destination Economy,” by attracting new employers to create jobs. He outlined a “Best in Class” Education plan to train the workforce of tomorrow and vowed to lead by example when it comes to ending corruption by pledging to close his campaign account when sworn-in as Governor.</p>
<p>First elected to the Illinois Senate in 1994, Dillard and his wife Stephanie have two daughters, ages eight and six.</p>

<p>Fred Wickham, who <a href="http://illinoisreview.typepad.com/illinoisreview/2008/03/conservative-fr.html">won a contes</a>t two years ago will again be Treasurer.</p>
<p>Likewise there was no contest for 8th Congressional District State Central Committeeman.  All present voted for Barrington Township&#8217;s Gene Dawson.</p>
<p>With the empty precincts added in, pursuant to passage of a motion earlier in the night, Dawson received 10,134 votes in his attempt to turn back a challenge by the Schaumburg Township Committeeman, Michael Adelizzi.</p>
<p>In the race for the 16th Congressional District Committeemanship, the race was more interesting.</p>
<p>Cal Skinner made a pitch for Joe Wiegand, pointing out that he had never seen incumbent Dave Syverson during the past two years since he had joined the Central Committee for the third time. He said that Wiegand&#8217;s lack of a public office gave him the time to do much more than a state senator could.</p>
<p>Jack Schaffer spoke for Syverson, explaining that he was a respected leader on the Republican State Central Committee.  He added that Syverson had been in Congressman Don Manzullo&#8217;s Sunday School class.</p>

<p>After Schaffer, Tom Zanck asked if he could second Wiegand&#8217;s nomination and was granted that wish.</p>
<p>“I don&#8217;t agree with Cal Skinner on anything, but I agree with him on Joe Wiegand,” he said.  Zanck said he had worked with Wiegand in the campaign to defeat the establishment of a Kishwaukee Water Authority and praised his imagination, thoroughness and initiative.</p>
<p>A not-so-secret ballot was taken instead of a roll call, resulting in Syverson getting 4,054 votes and Wiegand 2,554.  (Because each precinct committee had the number of Republican votes cast in his precinct, the way people voted had to be known to the canvass team.)</p>
<p>After the vote Chairman Tryon asked if anyone wanted to switch to the winner and Dan Shea and Patrick Collins did, leaving the tally at 4,347 to 2,261.</p>
<p>Adding in the precinct totals of precincts where no vote was cast, Syverson ended up with a margin of 11,428.  The total vote of precincts not represented because the elected committeeman did not show up or because no one ran for precinct committeeman was 9,342 votes.</p>
<p>15,950 people voted in the GOP primary in Congressman Don Manzullo&#8217;s part of McHenry County, but only 6,608 of them had elected precinct committeemen present at the meeting.</p>

<p>Schaffer, who <a href="http://mchenrycountyblog.com/2010/02/03/jack-schaffer-big-mchenry-county-winner-in-governors-race/">chaired</a> Bill Brady&#8217;s McHenry County campaign, told the party representatives that Brady was leading Kirk Dillard by 246 votes by Brady&#8217;s count.</p>
<p>“We think Brady will be the winner,” the former Central Committee Chairman said.</p>
<p>Brady is expected to be in Chicago shaking hands at the Union Pacific train station Friday morning and  do a fly-around on Monday.  The closest landing will be in Rockford.</p>
<p>Extolling the virtues of his candidate, Schaffer said, “His family is from Central Casting.”</p>
<p>Describing his principles, his spokesman described them as “solid.”</p>
<p>Schaffer also said that he his answers frustrate the media.</p>
<p>When asked a question about social values, he says,</p>
<blockquote><p>”<strong>I am who I am.</strong>&#8220;</p></blockquote>
<p>Then, he starts talking about the problems of the day.</p>
<p>“We stand at the brink,” Schaffer said.  “The demographics are running against us.  We have a chance.  The Democrats have done everything for us but raise money&#8230;and Blagojevich is still working for us.</p>
<p>“If we can&#8217;t prevail this year, I don&#8217;t know when we ever will again.</p>
<p>“I won&#8217;t say, &#8216;It&#8217;s now or never,&#8217;  but you guys will all be as old as I am when we get the next chance.”</p>

<p>McHenry County Young Republican President Bryan Javor took the opportunity to announce he was not running for re-election, but, pointing to the county board candidates,  instead &#8220;would work to get these guys elected.&#8221;</p>
<p>Then, Tryon headed back to Springfield for session on Thursday.</p>
<p>He had left 1 PM Wednesday afternoon to drive up to Woodstock.</p>

<p>There could be some local action on open space at the Nunda Township Annual Meeting.</p>
<p>Township tax fighters Gerry Walsh, Republican Committeeman Bob Borchert, Doug Mann, and former Republican County Board candidate Craig Steagall have filed the following petition seeking to have the township electors ask the Nunda Township Board put a question on the ballot about whether voters want to repeal the 2007 passed Open Space Plan or not:</p>
<blockquote><p>We, the undersigned, qualified electors and registered voters of Nunda Township in the County of McHenry, State of Illinois, do hereby petition the Nunda Township Clerk to include an advisory question of public policy to be placed on the agenda item at the 2010 Township Meeting per Section 30-205 of the Illinois Compiled Statutes 60 ILCS 1/ Township Code.  The advisory question pertains to repeal of the Nunda Township Open Space Plan that was adopted by the township voters in April of 2007.  This question shall request that the Nunda Township Board shall certify the question of repeal of this Plan to the proper election authorities, who shall submit the question in accordance with the general election law.</p></blockquote>
<p>Whether the township board will put the advisory referendum on the ballot remains to be seen.</p>
<p>In other news, Walsh has individually filed complaints against the political action committees of Nunda Neighbors for Open Space, whose treasurer is Democratic Party District 3 County Board candidate Lori McConville, and Nunda Township Republicans, whose treasurer is Nunda Township Trustee Jim Schlader.</p>

<p>He alleges the Open Space PAC filed late for the second time in six months and the Republicans have listed the township office address, 3510 Bay Road, Crystal Lake, 60012, as the source of a $735.68 donation for the Nunda Township GOP picnic and did not name the donor of the contribution, as required by state campaign finance laws.  The name of the donor was listed as &#8220;Picnic Contributions&#8221;.  Oddly, other Republican party donors were properly listed by name and address.</p>
<p>In reaction to that complaint, the Nunda Township GOP PAC filed an amendment with the State Board to move that donation from “Itemized” to “Non-Itemized.”</p>
<p>Hearings on both complaints before the Illinois State Board of Elections are scheduled for March 10th in Chicago.</p>

<p>Coming in behind Dan Proft, of all people, was State Senator Bill Brady from Downstate Bloomington.  The only candidate who got fewer votes was Bob Schillerstrom, who withdrew from the race and threw his support to Jim Ryan.</p>
<p>“Downstate” is the key word in the paragraph above.</p>
<p>As in &#8220;Not from Chicago.&#8221;  (Downstaters think all of use in the Chicago media market are from Chicago.)</p>
<p>Brady garnered only 8½% of the vote in McHenry County.  Less than 2,200 votes (before adding in the early and absentee ballots).</p>
<p>With the exception of Adam Andrzejewski, who has legitimate Downstate credentials having been raised in Kankakee County, ALL of the candidates were from the Chicago metropolitan area.</p>
<p>With 99% of the precincts having been counted as of 12:20 AM, it appears the winner is Bill Brady:</p>

<p>Not by much, but he is in the lead over Kirk Dillard by about 1,600 votes.</p>
<p>Let&#8217;s assume that his victory margin holds up.</p>
<p>And no one forces a recount, which would certainly not help the cause of Republican unity.</p>
<p>Not being part of the Chicago-area bodes well for Brady&#8217;s being able to unify the Republican Party.</p>
<p>Not too many people are really angry at him.</p>
<p>And, who is the big winner in McHenry County?</p>
<p>Former State Senator Jack Schaffer.</p>
<p>Schaffer is the one who took on the task of putting up Brady&#8217;s signs.</p>
<p>The signs didn&#8217;t produce many votes, but Brady will remember who helped him when precious few others would.</p>
<p>One who had a yard sign in front of his house was Bloomington native, now-Crystal Lake lawyer and former Grade School District 47 board member David Phoenix.</p>
<p>I wonder whether he will head up Volunteers for Brady in the county.</p>

<p>The same day of the NW Herald endorsement, I received a mailing from McKenna emphasizing his stand against raising taxes, something that McKenna is bashing both Ryan and Kirk Dillard on not promising.</p>

<p>The front runner for governor, according to a now-probably-outdated Chicago Tribune poll, was former Attorney General Ryan.  The three second tier candidates were Andy McKenna, Kirk Dillard and Bill Brady.  They had about half the percentage Ryan showed.</p>
<p>Here&#8217;s pro-life leader Pullen&#8217;s endorsemen of McKennat:</p>

<p>&#8220;I believe Andy’s conservative credentials make him the best Republican to win in November, and I trust him to promote strong traditional family policies and justice for vulnerable human beings at any age.”</p>
<p>Pullen served 16 years as a member of the Illinois General Assembly, served on three councils under Presidents Reagan and Bush, is a former Illinois GOP National Committeewoman, and founder of the Illinois Family Institute. Pullen resides in Arlington Heights.</p>
<p>An associate from years past who seems to think he is more of a “Movement Conservative” than Penny  replied that he couldn&#8217;t understand Penny&#8217;s endorsement.  He also questioned McKenna&#8217;s intellect.</p>
<p>He said he expected Penny would be in the camp of two candidates that registered about 2% on the Tribune poll.</p></blockquote>

<blockquote><p>My endorsement is based on what I know, not on what others say.</p>
<p>How nice to hear from you. Brings back old times. Really old times!</p>
<p>I know that Andy met with pro-life/pro-family leaders not once but several times, at his own initiative while state chairman. I know that no other state chairman in my time of involvement in the Republican Party had done that even once. I know that whatever we laid before him, he listened to with respect and attention, responded to, and on everything he agreed to do (which was most), he pursued it thoroughly (even if without fanfare).</p>
<p>I know that he committed the State GOP to join the Marriage-Amendment petition process the second time around &#8212; the time he was asked to &#8212; but the organizers themselves chose not to move ahead, so this initiative ended up not becoming public.</p>
<p>I know that he exerted great personal effort to prevent Republican legislators from voting for the RTA/DuPage sales tax and wrecking the GOP brand, only to be undercut by Bob Schillerstrom at the last minute. I know that he worked against the Dem income tax hike.</p>
<p>I know that he sought to get the McCain people (who controlled the process) to name at least one pro-life/family at-large delegate (by name) to the 2008 National Convention. I know that he went into the delegation selection committee (controlled by the McCainiacs) at the state convention and publicly argued that Jim Thompson and Bob Schillerstrom were unworthy to be named to the Illinois delegation and then called down the committee in front of the entire convention, specifically criticizing them for including Thompson &amp; Schillerstrom.</p>
<p>I know that he worked to raise funds for specific conservative campaigns.</p>
<p>I believe - and trust &#8211; based on much interaction with him, that he is a heart-committed pro-lifer.</p>
<p>Yes, his chief pursuit in his campaign for governor is to get spending under control and give the entrepreneurs who are still left in Illinois an opportunity to build ventures that succeed and offer workers an opportunity to feed their families. Controlling spending and taxes used to be important to conservatives; that agenda is still important to me and appears to me to be of critical importance in 2010.</p>

<p>It was Andy McKenna alone who outlined a concrete agenda for getting the state&#8217;s fiscal disaster under control while addressing the Tribune editorial board; it was Andy McKenna alone who criticized the lousy quality taxpayers are getting for the billions we spend on public schools. (I watched the interviews online.)</p>
<p>I am aware that Andy is reserved; as someone who has seen him at work, I reject your assertion that he is intellectually weak. And I am personally aware that he has a good ability to choose the right strategy after collecting sufficient information to make an informed choice.</p>
<p>I knew that my endorsement would not be popular, because I know all the buzz that has attached itself to his name.</p>
<p>Someone sometime has to stand up for what they know to be true and not just listen to the buzz.</p>
<p>I have confidence in Andy McKenna, because I have good reason to. And by the way, I haven&#8217;t forgotten who I am.</p>

<p>(Lisle, IL) – Illinois Republican candidate for governor Kirk Dillard today renewed his charge that Andy McKenna’s ethics violation sends the wrong message to voters and contrasts sharply from Dillard’s record as a leader on ethics reform. GOP officials announced last week that McKenna, while Chairman, used party funds to further a possible run for political office.</p>
<p>Dillard has said that as Chairman of the DuPage County Republican Party he was never found guilty of ethics violations. “My opponent Andy McKenna, the ‘insider,’ cannot say the same,” Dillard said at the West Suburban Chamber of Commerce debate in Countryside.</p>
<p>Dillard also questioned the ethical judgment of Jim Ryan for taking hundreds of thousands of dollars in campaign contributions from Stuart Levine, later convicted of influence peddling during the Blagojevich administration. “Unlike my opponent Jim Ryan, you won’t find any of my close friends or largest contributors sitting in a federal holding cell for a ‘pay to play’ scheme,” Dillard said. Ryan did not attend the debate.</p>
<p>Dillard argued that Republicans need to nominate a candidate who can win back the governor’s office in November, not someone who reminds voters of the Blagojevich/Quinn administration. “The stakes are too high. The judgment of our candidate for Governor should not be in question,” Dillard said.</p>
<p>Dillard has pledged to shut down his campaign fund when sworn-in as Governor. “The state is in crisis, and I need to spend all of my time governing, not fundraising,” Dillard explained. “We need a Governor who will lead by example to end corruption and focus all of his attention on making Illinois work again.”</p>
<p>Dillard was first elected to the Illinois Senate in 1994. He served as Chief of Staff for former Governor Jim Edgar and was Legislative Affairs Director for former Governor Jim Thompson.</p>

<p>Not included in the press release was this criticism of opponent State Senator Bill  Brady:</p>

<p>As I have shared previously, when I was in grad school at the University of Michigan, I found a paper than analyzed the <a href="http://mchctyblog.blogspot.com/2008/12/crystal-lake-city-clerk-retiring-from.html">impact of ballot order</a> on election results.</p>
<p>The researchers looked at paper ballots for a Michigan city near Detroit.  In races of six or more, first place was worth an extra 10%.  Second and last place on the ballot were worth another 5%.</p>
<p>There are seven people running for the Republican nomination for governor.</p>

<p>That&#8217;s where Jim Ryan ended up.</p>
<p>He blinked at 4:18 PM this afternoon.</p>
<p>Andy McKenna filed seven minutes later.</p>
<p>We won&#8217;t know who gets the justifiably coveted first place on the ballot until the lottery, but we know that McKenna didn&#8217;t blink and file before any other GOP gubernatorial candidate.</p>
<p>Inexplicably, political consultant Dan Proft filed even earlier than Ryan at 3:26.</p>
