Kane County Board Chairman Chris Lauzen Says He Wants Referendum Approval Before Signing on to Algonquin Toll Bridge

Elgin’s Daily Courier-News reports that newly-installed Kane County Board Chairman Chris Lauzen is insisting on local voters approving a referendum in 2014 before giving his support to build a toll bridge south of Algonquin.

Pretty much every municipal board, plus McHenry County’s has passed resolutions in support of the toll bridge, but Lauzen wants what Courier-News reporter Matt Brennan characterizes as “hard evidence of public support.”

I guess he doesn’t think village board members’ votes are good enough to provide “hard evidence.”

I would agree.

As an indication that municipal don’t always speak for their constituents, the Crystal Lake City Council voted to endorse the 1974 Regional Transportation Authority referendum, but the voters in McHenry County voted over 90% against the proposal.

My guess is that most local residents don’t even know that local officials might be planning to indenture them with paying toll taxes twenty years (or more, if the tolls are continued after they are paid off–maintenance has to paid for, you know).

$1.50 each way during rush hour, $1 at other times.

Chris Lauzen Goes for Bi-Partisan Kane County Board Executive Committee

Newly-installed(after being elected at-large) Kane County Board Chairman Chris Lauzen has included Latino Democrats as committee chairmen. All committee chairmen serve on what Kane County calls an “Executive Committee.”

Names 3 Latinos to Executive Committee, North-end majority on Transportation Committee with Maggie Auger as Committee Vice Chair

Lauzen looking rt with mike(GENEVA) — Kane County Board Chairman Chris Lauzen (R, Aurora) reorganized the Kane County Board at its meeting on Tuesday by winning approval to implementing a Bi-partisan Executive Committee which includes 3 Latino members, naming 2 to lead Kane County Board committees.

In a move to implement bi-partisanship, Chairman Lauzen named 5 Democrats to the 15 voting members of Executive Committee of the County Board.

For the first time in Kane County’s history, 3 Latinos are members of the Executive Committee.

  • Dr. Monica Silva (D, Aurora) will lead the county’s Public Health Committee.
  • Cristina Castro (D, Elgin) will chair the Human Services Committee.
  • Board Member Jessie Vazquez (D, Aurora) is slated to Co-Chair the Legislative Committee once its organization is approved by the board in January, but his Executive Committee appointment was approved.

In a move to show the north-end of Kane County’s transportation needs merits great importance in the Lauzen administration, the county’s 7-member Transportation Committee includes Maggie Auger (R, Algonquin) as the committee’s vice chair, and Board Members T.R. Smith (R, Burlington, with district including Huntley’s Sun City), and freshmen Becky Gillam (R, West Dundee) and Joseph Haimann (D, Carpentersville). The Transportation Committee Chairman is Drew Frasz (R, Elburn), who was elected county board Vice Chairperson on Tuesday.

Additionally, Chairman Lauzen has proposed 2 additional standing committees,

  • Jobs and
  • Agriculture,

to address the needs of Kane County. These 2 committees, along with the Legislative Committee, will need board action at the January 15th meeting of the county board, since the committees were introduced for the first time on Tuesday.

Additionally, Chairman Lauzen has requested co-chairmen for the Jobs and the Legislative Committees.

This bi-partisan leadership is new to Kane County, and will be discussed at the next meeting of the Executive Committee.

The Chairman’s recommendations for the co-chairs of Legislative and Jobs, as well as the chair for Agriculture were named to the Executive Committee. Algonquin’s Maggie Auger is slated as the Co-chair of the Legislative Committee, and TR Smith will be named to lead the Agriculture Committee.

In another move to demonstrate Chairman Lauzen appoints the best members, regardless of tenure, freshman Board Member Kurt Kojzarek (R, Elgin) will chair the Energy & Environmental Committee.  Kojzarek, who resigned as the Elgin Township Clerk last month, will soon be moving to the Gilberts part of the 19th county board district, giving additional representation for the north-end of Kane County and one of the fastest growing communities.

The 9 standing committees plus the Executive Committee begins its work immediately.

“Here are a couple of items you may have heard about, including the result of creating a vacancy on the Elgin Community College (ECC) Board of Trustees.

“ECC Trustee John Dalton (D, Elgin) won election as a Circuit Judge in the 2nd subcircuit of the 16th Circuit by defeating appointed Judge John Walters (R, Elgin).

“His election will create a vacancy on the ECC Board of Trustees, as he will need to resign his trustee’s post sometime this month.

“Judge-elect Dalton was elected to the ECC board in last year’s local elections.

“The vacancy will need to be filled, and should create an unexpired term (4-year seat?) to fill in the April 9th, 2013 election for ECC Board.

“The ECC district includes all of Algonquin and parts of Lake in the Hills, [covering the same territory as District 300].

“The second ECC Trustee on the ballot yesterday, Bob Getz (D, Elgin) lost his bid for the 22nd district of the Kane County Board by a mere 18 votes to Republican Doug Scheflow in the open seat election.

“I’d anticipate a recount in that race.

“Because of Scheflow’s narrow victory (as it stands now), the composition of the Kane County Board will be 14 Republicans to 10 Democrats.

“Kane County Board Member Maggie Auger (R, Algonquin) won re-election in the 23rd district with nearly 55% of the vote over Kevin Smith (D, Lake Marian).

“In the other Kane County board election which touches a McHenry County community, Board Member T.R. Smith (R, Burlington) was re-elected to a 2nd term in the 9th district, which includes all of the Kane County portion of Huntley.”

Full House for Chris Lauzen’s Fund Raiser

No way to sneak past Sarah and Chris Lauzen at Chris’ fund raiser in Aurora Saturday.

All the guests were funneled through one door.

Outside was Sarah greeting everyone.

Just inside was Chris greeting them again and posing for a photo.

In line just before me for the reknown Fay’s Pork Chops was 14th District Congressman Randy Hultgren.

Fay’s Pork Chops were served in four lines at Chris Lauzen’s fund raiser.

The wait was not long because four lines were set up to serve the food.

Former State Senator Ed Petka, his wife Phyllis and State Senator candidate Peter Hertado pose for the camera.

I discovered that former Will County State’s Attorney, State Senator and Circuit Court Judge Ed Petka (R-Plainfield) and his wife Phyllis were standing behind me.

I asked him about the County Executive form of government which Democratic Party State Rep. Jack Franks is trying to impose on McHenry County and which now exists in Will  County.

It’s worse than a I thought.

The Will County Board has essentially been neutered.

Every employee not under an independently elected official is appointed by the County Executive or someone he has appointed.

Sounds like a patronage bonanza for whoever wins the office.

And, the County Executive even proposes the re-apportionment map.

I’ve never heard of the head of an Executive Branch being able to reapportion the Legislative Branch.

Although not posing as an expert in the County Executive form of government, he told me the County Board can veto the County Executive’s redistricting suggestion, but, then the County Executive just offers another map.

“Would it be fair to characterize the County Executive a czar?” I asked.

“Czars have less power than a County Executive,” Petka replied.

There were lots of notables in attendance, but I noted that Illinois Republican Party Chairman Pat Brady, who inexplicably endorsed Lauzen’s opponent in the primary election, was not among them.

There’s an underground group of Donald Duck fans.

I was wearing one of my Donald Duck tee shirts. (None of which have I purchased. For some reason, my wife keeps giving them to me.  I do admit to be one of the ones who yelled “Donald Duck” during the Mickey Mouse Club song…and Micky Mouse is so, well, Establishment.)  I made contact with the young man you see above.  I think that’s a cell phone with Donald’s face on it.

Each year supporters of Chris Lauzen decorate pigs, which are raffled off. This one is branded “Lauzen 2012″ on its ham.

Looking the pigs over were former State Rep. Deloris Doederlein (R-East Dundee) and her friend Sue Ollman of Elgin.

Sue Ollman and Deloris Doederlein take a look at the Silent Auction items and decorated pigs.  Doederlein represented the area where Sears headquarters was built.  She voted against the Sears Tax Increment Financing District.

I got a photo of Kane County Recorder of Deeds Sandy Wegman, whom I had not met until Saturday.

I took a couple of posed photos of her and Kane County Board member T.R. Smith, but Wegman would not be pleased if I published them. So, apologies to Smith.

Bob Russell, the GOP candidate for Coroner, and Terry Hunt, running for County Auditor were at Chris Lauzen’s affair.

I got close enough to take some photos of Lauzen giving his speech.

He was preceded by Congressman Hultgren. who sang the praises of Paul Ryan as the person chosen as Mitt Romney’s running mate.

As he was winding down, someone told me that I would not believe how Kane County government would change under Lauzen’s leadership.

Lauzen stress that  he would

  • freeze the county property tax levy
  • treat people respectfully
  • have an honest, competent administration through innovation and austerity

He also said he would “end the perception of pay to play.”

Lauzen said he would be approaching Kane County employers asking them what it would take for them to increase employment 25% in four years.

Chris Lauzen Announces August 11th Indoor Porky Picnic

State Senator and now Republican Kane County Board Chairman candidate Chris Lauzen has sent out invitations for his annual Porky Picnic.

As last year, when Lauzen announced his retirement from the State Senate and his candidacy for the Kane County Board Chairmanship, the event will be held inside.

Here are the details:

The price is $30 a person, $50 a couple and $75 per family.

The event will be held under roof at the Vaughan Athletic Center, 2121 W. Indian Trail in Aurora.

Dan Duffy Announces “Common Sense” Caucus

Where Illegal Emails Can Lead

January 26, 2012, article in the Milwaukee Journal-Standard expounds on the use of a secret email system for political purposes.

Geneva, Illinois, is not Milwaukee County.

But both local governmental entities have email improprieties.

The one in Milwaukee has gone criminal.

The probe by state prosecutors in Wisconsin is of the administration of now-Republican Governor Scott Walker.

The problem in Geneva has to do with the chief executive, Kevin Burns, using his mayoral email account, instead of his campaign account.

Burns is running against Chris Lauzen for Kane County Board Chairman.

So far, there is no indication of any criminal investigation of Burns’ used of his government email account for political purposes.

And, if my email article wasn’t enough for you, here is one written by Denise Crosby of the Aurora Beacon-News.

She describes the emails as a “sophomoric email exchange,” observing, “Lauzen was called a few choice names in some of the exchanges (s.o.b., holier than thou, fraud and a few others not so mentionable); as was Congressman Randy (‘that weasel’) Hultgren, whose endorsement of Lauzen didn’t set too well with these GOP movers and shakers.”

Burns countered by saying that Lauzen was under investigation by the FBI for legislative scholarship naughtiness’s, which Lauzen denied and the FBI, of course, refused to comment upon.

The Daily Herald has a story, as does the Kane County Chronicle, a sister paper of the Northwest Herald, which is giving minimal attention to the State Senate race between Karen McConnauhay and Cliff Surges.

Press Conference Called to Reveal Kevin Burns’ Use of his Geneva Mayoral Email Address for Political Purposes

Early this morning, McHenry County Blog did its best to describe contents of over 100 pages of email exchanges involving Kane County Board Chairman Kevin Burns and supporters in his campaign against Chris Lauzen.

Now, a Geneva press conference has been called by political consultant Jon Zahm in which he will hand out the documents, only a part of which I copied into the article.

Here is his press release:

(Batavia)- Kane County Conservative Coalition Chairman Jon Zahm filed a Freedom of Information Act Request with the City of Geneva on February 10 requesting specific records in several areas of the Mayor’s office.

The official email address of Geneva Mayor Kevin Burns.

On February 17 the City turned over 116 pages of e-mail records between Kevin Burns and the following Republican Party insiders:

  • Ken Shepro- St. Charles Township Chairman and Attorney for the Kane County Board
  • Karen McConnaughay- Kane County Board Chairman and Senate Candidate- 33rd District
  • Mike Kenyon- Kane County Republican Chairman and Kane County Board Member- 16th District
  • Pat Brady- Illinois Republican Party Chairman
  • Ellen Nottke- Batavia Township Republican Party Chairman

“What we have here is an inside look at how this group plays politics

“The mask is off and the taxpayers of Kane County can read for themselves the vulgarities, the hatred, the manipulation, the depravity that some Republican party insiders practice,” Zahm said.

Zahm has created numbered packets, 1-116, and will present an index at the press conference and highlight some of the most shocking dialogues.

“I am not editing anything. I want the press and public to see these records in their entirety as I will make electronic copies available after the conference as well,” Zahm said.

“At a minimum,” Zahm said, “after the public digests all of this vile content, there will be calls for Burns to resign from this race and from his Mayor’s seat and Batavia Township Chairman Ellen Nottke to do likewise from her party boss and precinct committeeman positions.”

“Upon return of the records I requested the Village Manager resigned in disgrace and the Village Finance Director followed suit a short time later.

Kane County Board Candidate Geneva Mayor Burns Uses City Email for Campaign

Into my inbox yesterday dropped over a hundred pages of email exchanges between Geneva Mayor Kevin Burns and others.

Here's what yone finds in a Google search for "Burns, Geneva, IL."

A combination of official and campaign emails for Burns show up in the following exchange after the campaign learned that Congressman Randy Hultgren was not going to endorse Burns as he expected.

They were from his official email account, the one that says, “mayorburns@geneva.il.us,” just as you see above.

Gathered through a Freedom of Information request, I’m told.

Nothing particularly out of the ordinary about using email to communicate with others.

Except in this case, it’s about Burns’ campaign for Chairman of the Kane County Board against Chris Lauzen.

That might raise some eyebrows.

Let’s look at an email chain that starts on Saturday, January 14th, and ends on Wednesday, January 18th.  With these emails one has to start at the bottom and read up.

It’s from Pat Brady, presumably the Chairman of the Illinois State Republican Central Committee.

He emails Burns at his office address asking him to call because “I want to get this fund raising back on track.”

Since personal or campaign email addresses are sometimes hard to find, while a mayor’s is easy, perhaps one could understand why it was used.

But for Burns to reply using his office email certainly does raise some questions.

Phone numbers are exchanged and one would assume they got together that way.

Then, on the 17th, Brady writes about opponent Lauzen’s shortcomings. “Pound him on this…Nobody more ethically challenged than Chris.”

Burns replies,  “Consider it done!”

Let’s look at Batavia Township Republican Chairman Ellen Nottke’s use of the official email of Mayor Burns.  The chain starts the same day as Brady’s.

The discussion is about how Lauzen is about to hold a press conference on transparency and how to reply.  It veers off in the direction of who could be convinced to criticize Lauzen.  They plan to hand out a Sunshine Report at the press conference.

There is indirect input from current County Board Chairman and State Senate candidate Karen McConnaughay about how people other than candidate Burns needs to be criticizing Lauzen.

Some blacked out adviser emails the official email address saying that McConnaughay suggests a Democrat running for County Board Chairman, Sue Klinkhamer and Bill Wyatt.

Former Kane County Board members Bill Wyatt and Jan Carlosn are mentioned by Nottke.  She also suggests getting Chicago Democrats who “hate lauzen” to sign a letter saying he doesn’t work well with Democrats, that he is known as “sen. no.”

On January 20th, Nottke was still using the Mayor’s official email address to ask whether he had received an internet contribution from Andy Faville.

On February 1st, the official email address is still being used in this discussion of Congressman Randy Hultgren’s unexpected intention to endorse Lauzen for County Board Chairman.

Burns is clearly disappointed.

Using his campaign email address he writes,

“Since the ‘decision’ Sean [McCarthy] has not been able to get in touch w/ Randy.

“Sean did mention that he and Jerry Clarke asked Randy to call me…to date not a god damn word.

“Apparently Randy’s busy @ a Prayer Dinner in D.C.  Won’t he be surprised when he learns there is no god.”

The email exchange about signs below has Nottke using a non-official blackberry email address, but Burns replies using his mayoral email address.

On February 3rd Nottke emails the Daily Herald article about the joint interview of the candidates to Burns’ Blackberry, but Burns replies from his government email account.

On February 4th, Bob Mann sends a congratulatory email to the Mayor’s official email about calling Lauzen out. Burns uses his official email to reply.

The same day, a Saturday, Burns uses the same email to ask that a modified “Bob Mann” letter go out “today.”

Carolyn Zinke also sends a letter of praise for the negative comments about Lauzen in the Daily Herald to the Geneva address. Again, Burns replies using the government email.

On Feb. 6th Burns again uses his government email for political purposes.

Using the same email, Burns and staff try to figure out how to get into the Holmstad, a seniors’ residence.  A “Sue” (Klinghamer?) is involved.

The same day, Burns uses his official email to follow advice from Pat Brady to personally call Michael Donahue, V.P. of Geneva’s Midwest Wind Energy for a $500 contribution.

Feb. 7th same routine. Pat Brady had a letter he wanted put in Patch and there was a discussion of a meeting that night.

Only another Freedom of Information request will determine if Mayor Burns is still using his official email address for political purposes with less than four weeks left in the campaign.
