Crystal Lake Park District Planning to Tax to the Max

Thursday night there was a workshop at the Crystal Lake Park Board to discuss the tax levying process.

The Crystal Lake Park Board held a workshop session Thursday night at which staff presented a proposal to tax as much as possible under the Real Estate Tax Cap law.

The presentation assumed that the Board wanted to extract as much money as possible from the taxpayers:

  • Take the entire amount allowed under the Property Tax Cap law, that is, 3%
  • Take the amount estimated by the County that is new growth

For a home worth $300,000, that’s estimated to cost an extra $40.

Everything was non-controversial until Commissioner Paul Myers said,

“This is probably going to be unpopular. I was going to propose we do one year at the same [amount as last year]. I would be in favor of freezing the levy.

“People’s incomes are going down.

“We want good community rapport,” Myers pointed out, mentioning a community center.”

Jumping to the defense of taking as many tax dollars as possible was Commissioner Jerry Sullivan.

“Everything comes down to your personal situation..not [what's good] for the whole community…I feel you’re missing our mission.

“Are we saying our major job is to save taxes…Our number one [purpose] is to be able to build our community.”

“The quality of life will go down,” added Park Board President Debbie Gallagher. “Without a vibrant and live park district and school districts, our community [won't] be a place people will want to live.”

Commissioner Carolyn Bachour-Chemaly asked, “If we lose that money what we lose?”

Gallagher pointed out that by not allowing for the collection of the maximum amount allowed by law, “We would lose that money every year [in the future].”

Staff estimated that freezing the amount taxed for one year would cost a total of almost $1 million over six years.

Sullivan urged fellow Board members to “be visionaries and stand up. You’re not looking to improve the community if [you're] looking at not capturing [the maximum amount of taxes possible].

“The only [things] people who talk to me about are the facilities and the parks.

“We don’t get surveys saying, ‘We want you to cut taxes.’”

“I don’t think it would be doom and gloom if we froze taxes one year,” Myers replied.

Sullivan insisted the question should be, “Are we doing the best for the parks?”

Myers brought up the reserves the Park District has.

Executive Director Jason Herbster pointed out that the three months in reserve was according to Board Policy.

He suggested that most savings would result in the cutting or delaying of capital projects, but that most of the money for the Park Police could be saved just by turning over the duties to the Crystal Lake Police Department. Out of $400,000, $250,000 might be saved.

He suggested $100,000 could be saved by eliminating the Lake Management money.

“Once it’s goes away, it doesn’t get [put] back,” Gallagher inserted.

Larry Wheeler spoke in favor of approving the staff recommendation.

Commissioner Michael Walkup pointed out that the average family in the country has $3,400 less in income this year as compared to last year. His source was the Presidential campaign.

“It’s a combination of people losing their jobs [and cuts in salary].”

“What is our purpose here?” Sullivan interjected. “We could always cut budgets.”

Herbster announced that the vote would be taken next Thursday night and the ordinance would be up for a vote on December 13th.

Discussing reserves, the Executive Director said he had heard that District 155 had “a full year’s money. We certainly don’t stockpile money like some governments do.”

Commissioner Mike Walkup added that the County has five months of spending in the bank.

Ending the meeting, Gallagher said, “Well, we certainly have food for thought.”

Angel Collins was not at the meeting.

Other park districts are expected to do the same.

There is one tax, the Special Recreation Tax, which is not capped by the Tax Cap. The Board is not levying the maximum amount it can. That information was contained on the slide you see below:

The savings to taxpayers by not taxing as much as is allowed by law for the Special Recreation Tax is calculated to be $426,582.88.

Late Night Christmas Week Enhanced Enforcement in Crystal Lake Nets 3 DUIs out of 99 Stops

Crystal Lake law enforcement officers found three percent of late night drivers on the Tuesday and Wednesday between Christmas and New Year’s Eve were intoxicated.

Three out of the ninety-nine vehicles stopped had alcohol impaired drivers. Forty-one citations were issued.

The effort was financed by a $1,375.08 grant from the Illinois Department of Transportation.  The press release follows:

Roadside Safety Check Enforcement – Results

During overnight hours from December 28th, to the 29th, 2010, The Crystal Lake Police Department, along with the Crystal Lake Park District Police, conducted a Roadside Safety Checkpoint Enforcement campaign.

This event was part of the Illinois Department of Transportation’s (IDOT) Sustained Traffic Enforcement Program conducted for the Christmas-New Year’s holiday. Law enforcement agencies throughout Illinois participated in this statewide effort to save lives by removing impaired drivers off our roads and to encourage more motorists to buckle up during late-night hours.

During the four hour event; from 11:00 PM until 3:00 AM, Officers checked ninety-five vehicles traveling along US Rt. 14 for signs of impairment and safety violations.

The joint effort resulted in the issuance of a total of forty-one traffic citations, and the arrests of eight subjects. Citations issued were for

  • seatbelt violations
  • operation of uninsured motor vehicles
  • motor vehicle equipment violation
  • driver’s license violations and
  • driving while under the influence of alcohol.

Three motorists were arrested for DUI, and four others were charged with drug offenses.

The recent law enforcement crackdown was funded by federal traffic safety funds through IDOT’s Division of Traffic Safety and is part of the statewide “You Drink & Drive. You Lose” and “Click It or Ticket” campaigns.

More such events are planned for throughout the upcoming year.

Driver Arrests Friday Night

The following press release from the Crystal Lake Police explains the extra police presence in Crystal Lake the first night of the Labor Day Weekend:

During the late evening hours of Friday, September 3rd to the early morning hours of Saturday, September 4, 2010, a roadside safety check was conducted in the City of Crystal Lake.

In this joint effort, officers from the

  • Crystal Lake Police Department,
  • Crystal Lake Park District Police, and
  • the McHenry County Sheriff’s Department

stopped predetermined groups of vehicles traveling north on Illinois Route 31 near Rakow Road, checking for impaired or dangerous drivers.

A total of forty-eight (48) citations/complaints were generated during the five hour operation.

Of the citations/arrests made;

  • four (4) subjects were arrested for Driving While under the Influence of Alcohol,
  • three (3) for No Valid Driver’s License,
  • one (1) for Driving While License Revoked, and
  • Fifteen (15) for Operation of an Uninsured Motor Vehicle.

In addition,

  • four (4) complaints were drafted for Unlawful Possession of Drug Paraphernalia, and
  • two (2) for Unlawful Possession of Cannabis.

Events such as these prove to highlight the overwhelming need to remain vigilant with regard to traffic enforcement, in an effort to ensure the safety of the motoring public. The Crystal Lake Police Department is committed to promoting safe driving habits, and the apprehension of impaired or dangerous drivers.

Roadside safety checks, saturation patrols, and cooperative efforts such as this event further that endeavor, and will be repeated year-round.

This roadside safety check was paid for with a grant from the Illinois Department of Transportation.

Last Train – Sheriff’s Department’s Press Release on Phil Pagano’s Suicide

The first week of November, 2009, Metra Executive Director appeared before the Crystal Lake City Council seeking permission to build a new Metra station in Ridgefield. Local attorney Joe Gottemoller appears in the foregound to his left.

Sheriff’s Office Investigates Pedestrian – Train Fatality in Unincorporated Crystal Lake

Sheriff Keith Nygren announced today that on May 7, 2010 at approximately 8:00 A.M. a Deputy Sheriff came upon a pedestrian – train fatality at the grade crossing located on Hillside Rd. approximately ¼ mile west of Terra Cotta Road in unincorporated McHenry County.

Subsequent investigation has revealed the following information.

The deceased has been identified as Philip A. Pagano, of unincorporated Crystal Lake.

Information has been obtained that indicates that at slightly before 8 A.M., Philip entered the Metra right of way, approximately 30 feet north of Hillside Road, and into the path of a southbound Metra Train, killing himself instantly.

The engineer of the train did observe a male subject on the tracks, and entered emergency braking mode, but was unable to stop before striking Philip.

Twenty-four passengers, two Metra employees, and one Union Pacific employee were on the train. None of them were injured.

Alternate transportation was arranged for the passengers, and no other trains were delayed as a result of this incident.

There was one vehicle at the crossing; however, they did not observe the actual impact occur. The driver of that vehicle was not injured and left the scene after speaking with the Deputy Sheriff.

The following agencies participated in the investigation: McHenry County Sheriff’s Office, McHenry County Coroner’s Office, McHenry County Conservation Police, Crystal Lake Park District Police, Metra Police, and the Crystal Lake Fire Department.
